An estimate of the Incidental Costs is included in the Staff Report, in order to give the Mayor and Council a complete dis- closure of the total annual cost for providing landscape maintenance services within Assessment District No. 982. This estimate is based upon the cost for the previous year, since the anticipated amount for inspection has not been received from the Department of Parks and Recreation. Below is a listing of the various items that are included in the Incidental Costs: 1. Inspection (estimate to be provided by Department of Parks and Recreation) --------------------- $ $ 830 340 2. HARDGRAVE Dept: Public Works/Engineering Extension of Contract - Mainten- Subject: ance of Landscaping in Portions of Piedmont Drive and Citrus Street, per Plan No. 7384 Assessment District No. 982 .---MacKENZIE LANDSCAPING Date: 5-09-91 Synopsis of Previous Council action: 04-06-87 Resolution No. 87-114 adopted declaring benefit to all properties within district boundary. 05-11-87 -- Resolution No. 87-139 adopted determining public in- terest, convenience and necessity require the formation of an assessment district for maintenance. 03-20-89 Resolution No. 89-81 adopted expanding boundaries of district. 06-19-89 Resolution No. 89-196 adopted awarding a contract to MacKenzie Landscape for the low bid price of $4,370, for the Basic Bid and Supplemental Items. 06-04-90 -- Contract Change Order No. 1 approved, to extend the contract for a period of one year, adjust the contract prices, for an increase in the contract price to $4.800.00. DescriDtion) Assessment ~t No. Finance: .1J 982 Council Notes: 75.0262 Agenda Item No CiTY OF SAN BERNA4tDINO - REQUEST FQ COUNCIL ACTION STAFF REPORT The Special Provisions provide that the contract may be extended for up to two (2) one-year periods, by mutual consent of the City and Contractor. Adjustments in the contract prices are to be negotiated at the time of each renewal. MacKenzie Landscape previously agreed to an extension of the contract for one year, from July 1, 1990, to June 30, 1991. Contract Change Order No. Two extends the contract for the second of the (2) one-year periods allowed under the special provisions. Contract quantities have increased with the addition of the landscape area of Tract 13470. The one year maintenance period will expire on June 30, 1991, at which time the City will assume responsibility for maintaining the landscaping. The landscaped area will increase by approximately 100%, from 11,319 S.F. to 22,519 S.F. However, the negotiated contract price for 1991/92 has increased by only 27%, from $4,800.00 to $6,600.00. Listed below is an estimate of the total annual cost of providing these landscape maintenance services, from 7-1-91 to 6-30-92, based upon the contract Basic Bid Price, as adjusted by Contract Change Order No. Two. Maintenance Contract - Basic Bid $ 6,600 Supplemental Items 798 $ 7,398 Incidental Costs (Assessment engineering, publishing and recording fees, inspection by Dept. of Parks & Recreation, advertising for bids, and water and electric bills) 1,555 TOTAL ESTIMATED ANNUAL COSTS $ 8,953 Funding of the costs incurred for maintenance of the landscaping will be provided pursuant to Resolution No. 87-114, adopted on 4-6-87, which orders the maintenance of the land- scaping installed by the subdivider. Formation of an assessment district for maintenance of landscaping was a condition of ap- proval for Tract No. 13329. This district was expanded by Reso- lution No. 89-81, adopted 3-20-89, to include Tract No. 13470. Costs for maintenance of this landscaping will be up- fronted by the City, as set forth in the Resolution of Inten- tion (87-139). These costs will be reimbursed with interest, through assessments levied on all parcels within the area of benefit. Inspection of the Contractor's work will be provided by the Department of Parks, Recreation and Community Services.
