STAFF REPORT
A Notice of Termination of Contract was issued on 3-15-
91, due to the Contractor's failure to have their Workmen's
Compensation Insurance re-instated, and to provide evidence of a
current state license for operating a private patrol. Temporary
service has since been provided by Skyline Aero Security under a
purchase order.
Bids for providing security service in Assessment
District No. 990 were opened on Tuesday, 5-21-91.
Only one bid was received, from Skyline
the amount of $44,010.00. This bid is
Engineer's Estimate of $44,000.00.

RESOLUTION NO.
RESOLUTION OF THE CITY
CONTRACT TO SKYLINE AERO SECURITY
IN ASSESSMENT DISTRICT NO. 990,
AVENUE AND ARDEN AVENUE.
OF SAN BERNARDINO AWARDING A
FOR PROVIDING SECURITY SERVICES
GENERALLY LOCATED AT HIGHLAND
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Skyline Aero Securi ty is the lowest
responsible bidder for:
provision of Security Services in
Assessment District No. 990, generally located at Highland Avenue
and Arden Avenue, in accordance with Plan No. 7791. A contract
for the Basic Bid and Supplemental Bid is awarded to said bidder
accordingly for the total amount of $44,010.00, consisting of a
Basic Bid of $15.00 per hour, or $43,680.00, and an Additive
Alternate of $16.50 per hour, or $330.00, but such award shall be
effective only upon the contract being fully executed by the
parties.
All other bids therefore are hereby rejected.
The
Mayor is hereby authorized and directed to execute said contract
on behalf of the City; a copy of the contract is on file in the
office of the City Clerk and incorporated herein by reference
as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.

1 SECTION 3. This resolution is rescinded if the parties
2 to the contract fail to execute it within sixty (60) days of the
3 passage of this resolution.

6 Bernardino at a meeting thereof, held on the
