For the past five years, we have held our annual Garden Festival
at the Center for Individuals with Disabilities facility. This
year, we are planning on having the event at Seccombe Park in San
Bernardino. The event will take place July 26, 1991 from 9am
until 12 noon.
Due to the fact that our organization is a non-profit one, we are
asking that the fee for the use of the park be waived. We are
hoping to expand our program by providing more gardeners with
more ribbons and trophies. Our costs need to be scrutinized and
if we could eliminate this fee, it would help our program
immensely.

Dear Ms. Castro-Aguilera:
This is in response to your letter
regarding the annual Garden Festival
University of California 4-H Program and
26, 1991 at Seccombe Lake Park.
You have requested a waiver of the park use fee which has
been determined to be $265 -- $100 park use fee; $65 pavilion
use fee: and $100 refundable clean-up deposit. Fees for
parks and facililities use are set by resolution of the Mayor
and Common Council and no provision is made for waiver of
those fees by the city Administrator. Therefore, I am not
authorized to grant your request.

Should you wish to appeal to the Mayor and Common Council for
a waiver of the fee, you may do so by directing a letter to
them outlining your request, all pertinent information and
the reasons why you feel a waiver is justified. This letter
will be placed on the Agenda of the Mayor and Common Council
for the next available Council Meeting. Their decision will
be f ina!.
