Arrl:7wi1ead Avenue in oonnectien with the canstructien of a new Satellite Wagerin3'
Facility. 'lhis new Wagerin3' Facility will cost ~tely nine millien
dollars ($9,000,000) to construct. In consideration of the city providin;
financial assistarx::e for certain p.lblic inprovements, the National 0l:'an;Je Show
p10pclses to ocmni.t to the following:
1. continued nWnbJrsement of license fees generated by the Satellite Wagerin3'
Facility to the city.
2. Twenty-five (25) year renewal of the fire statien lease at Mill street am
Arrl:7wi1ead Avenue at a cost of $1.00 annually.
3. Ial'X!scarin3' en ~ Avenue.
4. eantinuatien of the existin3' arran;Jements for the city to use the grcurds for
police, fire am QmUTrans uses.
'!be Mayor presented this item at the April 4, 1991 Redevel~1t oamnittee ~
am, after discussien, the oamnittee voted two (2) to CX1e (1) (011ncilpersalS
Estrada am Maudsley against) to foxward the request to the l'hIImi....ien with a
reo .,..-rdatien that the request be denied. At the cc:n::l.usien of t'li....1SSians
regardin;J this item, the Mayor requested that the item be brQIght foxward to the
l'hIImi ""..ion for consideratien.
In a subsequent newspaper article regardin;J the o:mn1ttee's rec:' ....Arldatien, the
President of the National 0I'arr;Je Show indicated that Na; officials wo.t1d be
JDeetin;J in the near future with O11ncilpersans Estrada am Maudsley in order to
provide additional info:onation am clarificatien relative to the request for
financial assistarx::e.
Also, at the abave referenced oamnittee ~, there were refm:ellces made to the
need for a oostjbenefit analysis. Althoogh sud1 an analysis has not been
ccmpleted, the benefits to the city ~T to be substantial when I'Y'Wlp'red to the
potential a.rt1ayof $42,900. As indicated in the attached letter, since February
1988, the City has received over $991,000 in license fees fran the Satellite
wagerin3' Facility. A significant expansien of this facility wo.t1d mean additional
buliness am license fee payments to the City. Moreover, the costs of ~yin3'
market rent an:3jor relocatin3' the existin3' fire station am identifyin3' another
site for driver trainin:J cx:W.d be a sul:Istantial expense.

The ~tional Orange Show has been contributing to the cost of police service
during the Orange Show Celebration far a number c:L years.
Prior to 1989 the Orange Show paid for the reserve officers only. Starting in
1989 the Orange Show contributed $15,000 towards the cost of the sworn
nf'fit'O't"II plus the cost of the reserves leaving a net cost to the City of
$21,025.49.
In 1990 the National Orange Show contributed $18.000 to the cost of sworn
officers plus the cost of the reserves leaving a net cost to the City of
$15,393.
In 1991 the National Orange Show has agreed to pay 60\ of the sworn off:i.cers
oost plus the cost of the reserve officers. '!he projected COl/t...ibut1on to the
oost of sworn officers js $21,200 leaving a net cost to the City of $14,116.
