Jfeet:iD; Date: 06/03/91 - o o o ECONOMIC DEVELOPMENT AGENCY AGENCY ADMINISTRATION HUMAN RESOURCES MANAGER JOB DESCRIPTION: Under direction of the Agency Administrator, manages, supervises snd coordinates the functions and activities of the Personnel and Purchasing functions, and provides staff assistance to the Agency Administrator. SUPERVISION RECEIVED AND EXERCISED: Receives leneral direction from the Alency Administrator. SPECIAL OUALIFICATIONS: This position requires a thoroulh knowledle of Personnel Rules, Procedures, .Laws and Polices and Practices; Purchasing procedures and customs; Contract Administration and familiarity with Redevelopment Procedures. A leneral knowledle of Risk Manalement, Safety, Facilities Manalement, Equipment Maintenance, Administrative Procedures, Disaster Preparedness, and overall office manalement. o EXAMPLES OF DUTIES: .' Duties may include, but are not limited to, the following: a) Plan, Manale and coordinate the loals and objectives of the Purchasing and Personnel functions consistent with the loals of the Economic Development Agency; design and implement aection polices and procedures necessary to provide section services and further section loals; prepare a ststement of section objectives and time frames for the accomplishment thereof. b) Manale the Personnel Benefits program and administer same. Prepare all personnel transactions. c) Conduct all recruitment activities to fill vacant agency poBi dons. Human Resources Manaler -1- o o o o d) Review salary and benefit compatibility levels to assure compensation packages are competitive within the labor market and recommend changea as appropriate. e) Analyze position and skill level requirements and coordinate training programs to meet staff needs. f) Manage a computerized personnel program of personnel records to provide efficient retrieval and tracking process. g) Develop and manage a safety program designed to meet Agency operations and applicable laws. h) Buy needed supplies, services and equipment in support of Agency operations. Review all purchasing documents for accuracy and eompleteness to ensure compliance with Community Development Commission polices and procedures. i) Maintain and oversee all equipment maintenance schedules snd the fixed asset inventory. j.) Perform related duties as assigned. o OUALIFICATIONS: JCNOWLEDGE OF: Current principles and practicea of redevelopment agency personnel and purchaaing practices. Laws and regulationa related to the federal, atate and local peraonnel and purchasing profeasion. Principles of personnel and purchasing administration, supervision and training. ABILITY TO: Supervise, train, evaluate and advise 'professional and clerical staff. Interpret applicable laws, rules and regulations. Make independent purchasing decisions within limits of authority. Make independent decisions and work without supervision. o Human Resources Manager -2- o o o Assist in budaets preparations and recommend chsnaes to aaency equipment to keep the Aaency modern, efficient snd able to operate efficiently on a day to day basis. Coordinate with all working levels of other aaencies, departments, and staff. Communicate clearly and concisely, both verbally and in writing. MINIMUM EXPERIENCE AND TRAINING REOUIREMENTS: The minimum combination of experience and trainina for the position is as follows: Edueation: A Bachelor's dearee or equivalent from an sccredited collaae or university with major course work in purchasina, personnel, manaaement or closely related field. Exnerienee: o Six (6) years experience in aovernment purchasina, contract compliance and administration. Four (4) years experience in. personnel m~naaement and aeneral administration.
