Synopsis of Previous Council ection:
09-07-76 -- Resolution No. 12540 adopted authorizing the following
restrictions on Arden Avenue, between Pacific Street
and the Flood Control Channel:
1) No Parking on the East side.
2) No ParJdng on the West side between 8:00 a.m. and
5:00 p.m. Monday through Friday.
Recommended motion:
Adopt resolutions.

STAFF REPORT
Serious problems are being created in the vicinity of San
Gorgonio High School by persons who frequent the area. These
problems include drug activity, vandalism, traffic violations,
etc.
Parking is presently prohibited along the west side of
Arden Avenue, from Pacific Street to the Flood Control Channel,
by Resolution No. 12540.
San Gorgonio High School has requested that parking be
prohibited on both sides of Arden Avenue, from Pacific Street to
the Flood Control Channel, from 7:00 a.m. to 3:00 p.m., during
school days. This restriction would allow on-street parking at
night and on weekends for activities in the Patton South Park
east of Arden Avenue.
It is also proposed that a one-hour maximum parking
limitation be imposed on the parking lot for Speicher Park, in
the southeast corner of Arden Avenue and Pacific Street. This
limitation is proposed in order to discourage loitering by
undesirable elements.
The Police, and Parks and Recreation Department, concur
with these parking restrictions.
A sufficient number of off-street parking spaces are
provided on the San Gorgonio High School Campus to accommodate
students and staff. Therefore, the imposition of these parking
restrictions will not adversely affect operation of the school.
We recommend that parking be restricted on Arden Avenue,
and limited to a maximum of one-hour in the parking lot for
Speicher Park.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 8234 ENTITLED, IN PART, "A RESOLUTION.
.ESTABLISHING PARKING TIME LIMITATIONS UPON CERTAIN DESIGNATED
STREETS OR ALLEYS, OR PORTIONS THEREOF. . "; AND AUTHORIZING THE
IMPLEMENTATION OF A ONE-HOUR PARKING LIMITATION IN THE PARKING
LOT OF SPEICHER MEMORIAL PARK, APPLICABLE ONLY ON SCHOOL DAYS
BETWEEN THE HOURS OF SEVEN A.M. AND THREE P.M.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 8234, is amended by adding
Section One and One-Half to read as follows:
"SECTION ONE AND ONE-HALF: In accordance with Section
10.16.010 of the San Bernardino Municipal Code, it is hereby
found and declared that the public convenience and necessity
require that parking be limited to a period of time no longer
than one hour, between the hours of 7:00 a.m. and 3:00 p.m.
school days only upon those certain streets or alleys, or
portions thereof, or other City property hereinafter designated,
to wit:
20.6 SPEICHER MEMORIAL PARK
(A) The entire parking lot of Speicher Memorial Park."
