SynopsiS of Previous Council action:
On September Z7, 1984, the Community Development Commission adopted a "Downtown Beautification
Program." The Mayor and Common Council and Community Development Commission have subsequently
approved approximately six (6) revisions amending said Program.
On September 8, 1986, the Community Development Commission and the Mayor and Common Council
approved the transfer of Beautification Program and assumption of responsibilities for implementation
of same to the City Community Development Department.
Recommended motion:
MOVE TO APPROVE JESS AND INEZ LUCERO/CASA DE FLORES APPLICATION
FOR BEAUTIFICATION GRANT IN THE AMOUNT OF $999.00 AND BEAUTIFICATION
LOAN IN THE AMOUNT OF $9.001.00.

STAFF REPORT
In September of 1986, Jess and Inez Lucero submitted an
application requesting financial assistance under the Beauti-
fication Program. Mr. and Mrs. Lucero are owners of Cas a De
Flores, a flower shop which is currently located at 476 South
Mt. Vernon Avenue where they have been tenants for twelve
(12) years. In August 1986, the Lucero's purchased a building
approximately one and one-half blocks north of their existing
location. The building is an old house that was converted to
an upholstery shop by the previous owners many years ago.
On May 7, 1987, the City Development Review Committee
approved the Lucero's plans to construct a parking lot and
enclosed porch for a florist shop located in the C-3 zone at
342 South Mt. Vernon Avenue. The subsequent review by the
Department of Building and safety required a structural
engineering report and complete set of plans. Said plans
were approved by Building and Safety on July 7, 1987. The
Parks, Recreation and Community Services Department approved
the landscaping plans on July 7, 1987 and the Public
Works/Engineering Department approved plans on July 30, 1987.
Attached is an itemized cost estimate totaling $25,350.00.
This cost estimate includes work which has been required by
various City departments in order to obtain final approval of
plans. All items listed are eligible improvements under the
city's Beautification Program. The applicants have requested
approval of the following:

The city's contribution under the Beautification Program will
be $10,000.00. The remaining $14,349.00 in project costs for
exterior beautification will be paid by Mr. and Mrs. Lucero.
staff recommends the Mayor and Common Council approve a
Beautification Grant in the amount of $999.00 and a
Beautification Loan in the amount of $9,001.00 to Jess and
