As you know, the City and County of San Bernardino and the State of California are all sponsoring the development of this center for the puroose of increasing the supply of quality child care for working parents. The Building and Construction Trades Council is a major partiC;ipant in the extensive renovation of the San Bernardino YWCA creating facil,ities for the Teddy Bear Tyrres Child Care Center. Many hours of planning aI)d labor have already been donated by union merrbers in the developrent of tl1i.s exciting project. As you know, Teddy Bear Tyrres was created for the purpose of providing City/State/County and other parents working or liVing in the downtown San Ber- nardino area with quality and affordable child care. It has recently, however, come to our attention that insufficient playground and classroom space exists for the nurd:ler of children whose parents have requested enrolL-rent applications fran Teddy Bear Tyrres. In accordance with State Ccmnunity Care licensing requirerrents, the existing nursery and class- room space will serve 88 children while the Playground area will serve only 66 children. A 'Naiver for the required playground space was verbally denied by the State Licens ing Prograrn. Extend the fenced playground into approximately 5,000 square feet of t~~ surrounding State/City Park area which is currently landscaped with ground cover and decorative shrubs. 2. Provide Teddy Bear Tyrres with 2,000 square feet or additional class- room space in the vacant portion of the buildi."'1g imnediately adjace:1: to the YWCA on the Seccanbe Park site. Kramer Recreation Superintendent August 12, 1987 A ,Ji..u.'V CIJq.rff , Date Approved Date Teddy Bear Tymes, through the Building and Construction Trades Council has requested additional ground and building space to expand the capacity of the proposed child care center. This department opposes this expansion. The department's position on this matter is based on the following: 1. The child care program is a special interest program. The recreational interests of the general public would not be best served by surrendering building space and parklands intended for the use and enjoyment of the general public for a special interest use. Teddy Bear Tymes will be serving predominantly government employees; the question of special privilege may also be raised since public property is involved. 2. The proposal will require revisions of the operating agreements with the State for Seccombe Lake SURA. These revisions could delay cQnstruction and opening of the remainder of the park by as much as a year. Considera- tion of any changes in the agreement may also subject them to considerations of other changes by the State Department of Parks and Recreation. Any delays will result in the loss of buying power and could reduce the quality of the new construction. 3. The expanded tot lot would consume 6,771 square feet of highly landscaped area. To provide the lot the removal of 18 trees, 40 established shrubs and ground cover would be required. The revision would reduce the park aesthetics and result in the wasting of an estimated $13,785 of the original construction costs. 4. The provision of the requested floor space for additional classrooms would require the surrender of 2,237 square feet of what will be the "Activity Center" at Seccombe Lake as identified in the Master Plan and the Operating and Development Agreements. The availability of the only public restrooms (an additional 280 square feet) would also be lost. The provision of this space for child care would make the remaining 2,520 square feet virtually unusable for any other type of function. This building is intended for use as an "activity center" and will house a wide range of classes for children and adults sponsored by the Parks, Recreation and Community Services Department. A facility of this type is badly needed. The programs intended for this facility were also expected to generate $11,000 for the City to offset some of the costs of operation of the new Seccombe Lake facilities. 5. The proposed tot lot area currently contains a variety of hardware that will have to be relocated. This area is a main park entry and accessibility, aesthetics and user safety may be negatively impacted.
