Staff Report
Subject:
Report regarding the six-month pilot program to restrict parking on Street Sweeping
Route 11 in Ward 5 and Street Sweeping Route 31 in Ward 7.
Background:
A method commonly used in cities to improve street sweeping effectiveness is to post
streets for no parking during the time street sweepers will be in the area.
The Management Partners Study recognized the benefit of street posting and issued
Recommendation #182 which states:
Designate restricted parking days for street sweeping operations and ticket
offenders. By improving thoroughness of sweeping and ticketing parking
offenders, the City improves NPDES compliance.
Staff met with the Council Legislative Review Committee (LRC) to discuss strategies for
posting streets on street sweeping days. The LRC recommended and the Common
Council approved a six-month pilot sweeping program for Route 11 north of Belmont
and west of Devils Canyon in Ward 5 and Route 31 north of the 210 freeway and east of
Waterman in Ward 7.
Staff placed door hangars at each home along these routes and posted signage
restricting parking. The program began in March of this year and has lasted three
months. In staff's opinion, the program has been effective in getting vehicles off the
streets resulting in a more effective street sweeping program. The sweeper operators
were able to remove more material from the street and complete the routes Yz to 1 hour
sooner simply because there were fewer obstacles in the way.
At the request of Councilmember Kelley, LRC discussed the pilot program and
recommended ending the program. LRC noted the improvement that removing vehicles
from the streets had on the street sweeping in the pilot area, but determined the level of
complaints from persons ticketed outweigh those benefits.
Parking enforcement in the pilot areas began in April. On April 16lh there were a total of
137 parking citations issued, which is the highest number issued on any day. On June
41h, the last enforcement date as of the writing of this report, there were a total of 12
parking citations issued.
It is recommended that the Mayor and Council discuss the matter and provide direction
to staff. If the Mayor and Common Council agrees to end the pilot program now, staff
will remove the posted signage. It will also be necessary to amend Resolution No. 3985
to remove the parking restrictions previously adopted for the pilot areas.
