STAFF REPORT
Last year the city of San Bernardino entered in an agreement
with the National orange Show regarding police coverage of
the event. We are proposing a similar agreement this year
based on that precedent.
The city and the National Orange Show last year entered into
an agreement for the payment of police Reserve Officers and
partial payment for regular police Officers who are assigned
to work the orange Show.! The agreement called for the city
to receive $18,000 of the regular officer overtime costs
which represented 50% of the projected overtime as well as
$26,250 in return for approximately 1,711 hours of police
reserve coverage.
For the 1991 orange Show, it is proposed that the National
Orange Show again pay 100% of Reserve Officers' cost, equal
to $26,250. In addition, it is proposed the National Orange
Show pay 55% of overtime costs, equal to $19,425. The total
amount will be due upon completion of the event.
The San Bernardino police Department Reserve Officer unit
will provide approximatelY 1,711 hours of police coverage
along with staffing for regular police officers as specified I
in their operational Plan.
This year's plan incorporates the recommendations made by the
police Department following the 1990 National Orange Show.
These recommendations changed the staffing levels for regular
police officers during weekdays (except Friday's) and
Sunday's as well as adding a second supervisor on Friday and
saturday nights. The additional supervision is needed due to
the increased deployment on these nights, the anticipated
crowd size and the problems encountered last year. There are
no changes in the deployment of reserve officers.
The Assistant police Chief, police Lieutenant and Assistant
city Administrator met with Esther Armstrong, General
Manager: and Bill Shanahan, Director of Marketing: on March
26, 1991 to discuss this proposal. The proposed funding
arrangement was agreeable to all parties.

ORANGE SHOW, A NON-PROFIT ORGANIZATION CONCERNING THE PROVIDING

SHOW DURING THE 1991 EXPOSITION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the city of San Bernardino is
hereby authorized and directed to execute, on behalf of the
city, an agreement for the provision of law enforcement and
security services at the National Orange Show during its 1991
exposition, which agreement is attached hereto as Exhibit II A" ,
and is incorporated herein by reference as though fully set
forth at length.
SECTION 2.
The authorization to execute the above-
referenced agreement is rescinded
if the parties to the
agreement fail to execute it within sixty

days of the
passage of this resolution.

This AGREEMENT made and entered into this day of
, 1991 by and between the NATIONAL ORANGE SHOW, a non-
profit organization, hereinafter called "Orange Show", and the
CITY OF SAN BERNARDINO, a municipal corporation of the State of
California, hereinafter called "city".
WIT N E SSE T H
WHEREAS, Orange Show will present a citrus Fruit Fair and
Exposition for eleven days, from May 9, 1991 through May 19,
1991: and
WHEREAS, orange Show desires that city provide law
enforcement and security for said Fair and Exposition: and
WHEREAS, city is willing to provide said law enforcement
and security,
NOW THEREFORE, the parties hereto agree as follows:
1. The Chief of Police of City shall have the sole and
exclusive responsibility of enforcing San Bernardino City
ordinances, applicable state and Federal laws and regulations,
and all law enforcement related rules and regulations of the
orange Show, on the grounds of the National Orange Show for the
entire duration of the 1991 Annual Exposition from May 9, 1991
to and including May 19, 1991. The Chief of police shall furn-
ish and provide such number of duly authorized and qualified
police officers and reserves dressed in distinctive uniform and
undercover officers, as shall be reasonably necessary for law
enforcement purposes to maintain law and order and prevent
breaches of the peace.
2. Orange Show shall adopt and prominently post all

attire, the prohibition of possession of any legal or illegal
weapons, and notice that those persons entering orange Show are
subject to search for weapons and contraband.
3. orange Show and its concessionaires and lessees shall
provide the Chief of police of city upon request a roster of
their temporary
migrant workers and
employees performing
services at the National Orange Show during the 1991 Annual
Exposition.
4. city agrees that the San Bernardino police Department
Reserve Officer Unit shall provide approximately 1,711 hours of
reserve police coverage. The actual number of hours worked may
vary due to unforeseen events.
5. orange Show agrees to pay individual Reserve Officers
directly in the total amount of no less than $26,250.00, as
detailed on the Letter of Understanding attached hereto and
incorporated herein by reference marked Exhibit "A-lo"
6. Orange Show agrees to pay $19,425 in 1991 to City to
offset overtime costs of regular officers assigned to the Orange
Show to maintain law and order and prevent breaches of the
peace.
7. There shall be no divided responsibility for law
enforcement and all matters of law enforcement shall be under
the exclusive and unified control of the Chief of Police during
the periods of time herein provided for, and all law enforcement
personnel shall be deemed to be under the Chief of police's
direct supervision and control and shall not be deemed to be
employees of or under the direction or control of the National
Orange Show.
8. Orange Show shall take out and maintain during the

life of th1S Agreement such public liabi~ty and property damage
insurance as shall insure city, its elective and appointive
boards, commissions, officers, agents and employees from claims
for damages for personal injury, including death, as well as
from claims for property damage which may arise from Orange
Show's or its agents', concessionaires' or lessees' operations
hereunder, whether such operations be by orange Show, its agents
concessionaires or lessees or by anyone directly or indirectly
employed by Orange Show, its agents, concessionaires, lessees or
attendees, and the amounts of such insurance shall be as
follows:
(a) Public Liability Insurance. In an amount not less
than $2,000,000 for injuries, including, but not limited to,
death, to anyone person and, subject to the same limit for each
person, in an amount not less than $2,000,000 on account of any
one occurrence:
(b) Property Damage Insurance. In an amount of not less
than $2,000,000 for damage to the property of each person on
account of anyone occurrence.
9. Orange Show undertakes and agrees to defend,
indemnify and hold harmless the city and its officers, agents
and employees from and against all suits and causes of action,
claims, cost of litigation, damage or liability of any nature
whatsoever, for death or injury to any person, including the
employees and agents of Orange Show and its concessionaires and
lessees, or damage or destruction to any property of either
party hereto or third persons in any manner arising by reason of
or incident to the performance of this Agreement.
IN WITNESS WHEREOF, the parties hereto have executed this
Agreement on the date first written herein.

Dear Ms. Armstrong:
This letter will serve as the agreement between the National
orange Show and the San Bernardino police Department Reserve
Officers Unit to provide police protection during the
National Orange Show between April 9, 1991 and April 19,
1991.
The National orange Show agrees to pay Reserve Officers
$26,250 for providing approximately 1,711 hours of police
coverage as detailed on the National orange Show operations
Plan. The actual number of hours worked and payment may vary
due to unforeseen events.
The National orange Show further agrees to pay $19,425 to
offset overtime costs of regular officers assigned to the
Orange Show to maintain law and order and prevent breaches of
the peace.
The police Department will keep track of the names of Reserve
Officers and the total hours worked. On completion of the
event, the police Department will supply your Payroll
Department with a complete list for individual payroll checks
to be generated.
Our signatures below will serve as an approval by each
organization of this agreement.

Please find attached the proposed operational plan for the 1991 National Orange
Show scheduled for May 9-19. 1991. The purposed plan ou'".J.ines the minimum
staffing for regular police officers and reserve officers required to provide law
enforcement protection while the fair is in operation.
This year's plan incorporates the recommendations made in the after operation
report following the 1990 National Orange Show. These recommendations changed
the staffing levels for regular police ofT;""rs during weekdays (except
Fridays) and Sundays as well as adding a second supervisor on Friday and
Saturday nights. The additional supervision is needed due to the increased
deployment on. these nights. the anticipated crowd size and the problems
encountered last year. There are no changes in the deployment of reserve
officers.
The regular personnel cost for the 1991 National Orange Show are projected to
be $35.316 compared to the projected total of $33.393 for ':he previous year.
ThiS year's total includes $3.832 of straight time cost for the assigned
lieutenant and the reserve coordinator.
All projected costs for regular employees have been calculated at E Step and
the department should realize some over+-..ime savings by filling the scheduled
slots with employees who are currently at lower steps of the salary schedule.
Additionally some employees will elect to accure overtime in lieu of receiving
pay. Last year's actual paid overtime was reduced to $26.391 for theGe
reasons .
Reserve officers are projected to work a minimum of 1.711 hours plus providing
coverage during special promotional events that will be scheduled prior to
normal opening hours.
The cost included in the operation plan do not include the personnel cost
incurred by M.E.T.. Vice/Narcotics and C.R.U. which may be. utUized as
needed.
Last year the City and the National Orange Show entered into an agreement for

IV. SUB STATION - STAFFING AND COMMUNICATIONS:

A. SUb III dispatch will be staffed by a Reserve Officer or the
Reserve Coordinator during all deployment. The Reserve
Coordinator will staff it on swing shift.
B. Primary communications will be operated on TAC THREE (Valley
Net) under the control of the Sub 1I1 dispatcher.
C. communicationS for emergency or 10-3 situations will be
operated on ChaMel two. The Sub 1Il dispatcher will maintain
control of the radio traffic.
V. REPORTS:
A. Assigned personnel will be responsible for completing crime
and arrest reports for all events occurring on the orange Show
Grounds during assigned day and swing shifts.
B. All reports must be hand written or dictated prior tD the end
of the employee's assigned shift. Any additional overtime
needed tD complete reports after the end of the employee's
shift will be charged tD the orange Show account.
C. Assistanee by on-duty city personnel or specialized units may
be utilized if approved by the Watch Commander.
VI. BOOKING/PRISONER TRANSPORT:
A. The arresting of'fi""rs or a Reserve Officer Team will be
responsible for prisoner transportation. using a marked poli,.,.
unit assigned tD the orange Show.

B. Any transportation of prisoners by police personnel oot
assigned to the orange Show must be approved by the Watch
commander.
C. Relief for regular/reserve ofF;CE't'll who encounter extended
delays at County Hospital for pre-booking jail checks must be
approved by the Watch Commander.
D. All applicationS for booking and juvenile applilcations for

vn. PARKING:

A. All emergency vehicles will be parked in the parking spaces
provided north of Sub Station 111.
B. Private vehicles fur regular officers will remain at the Police
Department and transportation back-and-fbrth will be provided
by marked police vehicles assigned to the Orange Show.
C. parking for private vehicles fur Reserve Officers will be
provided fur and accessible via gate 11 by showing proper
identification.
VIII. BRIEFING:
Briefing for day and swing shifts will be conducted at Sub III
prior to deployment. Special event personnel will be briefed by
Sgt. Kraus prior to deployment.
IX. BREAKS AND RELIEF:
A. All officerS taking their breaks at Sub 11 will do so in the
space provided for at Sub 81 or Reserve motor home located
adjacent to Sub lIl.
B. Relief of Sub 81 radio P.A. and Reserve will be performed as
needed by on-duty reserves or the supervisor.
X. NECESSARY EQUIPMENT:
A. The following equipment will be needed:
1. Three marked pol,;..... units on swing shift. one on day
shift and promitional events.
2. Sufficient H. T . · s and chargers.
3. A base radio console with Channel 2 and Valley Net
frequencies .
4. SlIfficient seating for personnel and prisoners at Sub 81.
5. Prisoner hobbles.
6. Bull homo
7. Report forms.
8. Extra flashlight batteries.
9. Two City Centrex telephone instruments and two extension
phone numberS (384-5787 and 384-5788).
10. Taser - maintained at Sub lIl.
li. Flex cuffs.

B. Regular officers will use a separate HT Jog to sign out HT
units prior to transport to the Orange Show.
C. Communications will provide and install the base radio c6nsole
and will move and install the reserve H.T. chargers.

D. The City Operator will coordinate the installation of the City
Centrex telephone instruments and the telephone lines from
General Telephone.

XI. VICE/NARCOTICS ENFORCEMENT:
A. All Vice/Narcotic enforcement. other than routine arrests. will
be conducted by the Vice/Narcotic Detail in either an on-call
capacity or assigned by their supervisors.
B. All Vice/Narcotic Officers. M.E.T. Officers and other on-duty
personnel will be required to report to the Orange Show
Commander or supervisor upon their arrival and departure from
the Orange Show Grounds.
C. Additionally. they will be required to maintain radio contact
with the Sub III Station via the Valley Net frequency or be
available on pager.
xn. SPECIAL ENFORCEMENT:
A. The National Orange Show will post in the area of ticket
booths/entry gates signs indicating Orange Show rules and
prohibiting gang attire and weapons. Orange Show personnel
will be trained in identifying gang attire and will enforce
these rules at the entry gate with the assistance of Inland
City Security. at their request.
B. Police personnel will enforce all local. state and federal laws
and make arrests when appropriate on Orange Show Grounds.
C. The Orange Show Commander or supervisor may deploy special
enforcement teams to address identified problems.
xm. ASSIGNMENTS AND RECORD KEEPING:
A. The SUb III dispatcher will keep a log of all radio traffic.
reported crimes and incidents. arrests and citations. .
B. Rosters of each slUft will be kept on a clipboard at Sub #1
as a record of who actually worked each slUft. Shift
supervisors shall maintain and update them.
C. A notebook for the lieutenant and supervisors will be
maintained at SUb #1 for informational transfer slUft-to-shift.
D. The Reserve Coordinator will set up and maintain a reserve
sign-in book for all reserves who worked. The coordinator or
her designee shall be responsible for its accuracy. The book
shall be maintained at SUb Ill.

SYNOPSIS
The 75th National Orange Show was held April 19-29. 1990. This year's operation
plan was significately different than in past years as the entire graveyard
shift and seven of the eleven day shifts were elimated to reduce cost and
strengthen coverage during fair operation hours. Weekdays. with the exception
of Friday. were staffed by a lieutenant. a sergeant. a corporal. five police
officers. 13 reserve officers and the reserve coordinator. The first Friday
was staffed by a lieutenant. a sergeant. a corporal. 10 police officers. 16
reserve officers and the reserve coordinator. The deployment for the second
Friday was increased by one sergeant. two police officers and two reserve officers.
Coverage for Saturdays and Sundays included a day shift. swing shift and a .
relief shift. The first Saturday and Sunday was staffed by a lieutenant. two
supervisors. one corporal. 10 police officers. 23 reserve officers and the
reserve coordinator. Deployment for the second Saturday and Sunday was increased
by an additional sergeant. two police officers and two reserve officers on the
swing shift.
Special promotional events held during the week prior to normal opening hours
were staffed exclusively with two to four reserve officer.s.
OPERATION ISSUES
The National Orange Show posted signs in the area of the ticket booths and entry
gates indicating the Orange Show rules of prohibiting gang attire and weapons.
The Inland Cities Security Officers enforced these rules at the entry gate.
Their efforts greatly reduced the number of individuals wearing gang attire and
carrying weapons. Department personnel who. identified persons in violation of
the Orange Show rules escorted them to the entry gates where the Orange Show '.
Security Officers took charge of the situation.
Assigned department personnel handled all reported crimes and associated
reports that occurred on the Orange Show grounds and adjacent parking lots.
Personnel handled all aspects of the arrests that were made including all
jail checks and transports. A total of 22 crimes were reported during our
deployment consisting primary of stolen vehicle reports. vehicle burglary
reports and theft reports. The most serious crime was a rape report where
a female in the. parking lot areas around Central and Arrowhead was forced
into a vehicle and taken to an unknown valley location where she was raped.
A total of nine arrests were made and 40 parking cites were issued in the
areas around the parking lots during extra patrol deployment.
The primary enforcement problem was the large influx of Hispanic gang

members each Saturday night. There were an estimated two to three hundred
gang members walking in packs of 25 to 75 persons observed on each of these
nights. These persons were responsible for numerous fights despite extensive
police escorting and several were arrested for carrying concealed weapons
(knives). The MET Detail assisted us on both nights.
Vice and Narcotics Officers were assigned to monitor the carnival games and
investigate reported drug dealing. The presence of the vice officers and
cohstant monitoring discouraged violations at the carnival games. We received
a tota'l of three complaints which were investigated and resolved.
The varying staffing deployed by weekends verses weekdays and increased deployment
on the second weekend was necessary due to changing crowd sizes and types of
problems encountered. The second sergeant deployed on the second weekend during
the swing shift hours improved supervision of the personnel deployed. As a
result of these efforts, there were no major police incidents or injuries.
Additionally, a new tactic of assigning officers to fixed posts at frequent'
hot spot locations successfully reduced fights in these areas. '
Mixed teams of one regular officer with one reserve officer were used whenever
possible. This approach, increased the coverage of the regular officers who
are more knowledgable regarding police operations, ~dent1fying gang members and
investigating complaints. The approach also provided training for reserve
officers and improved the moral of the reserve officers who worked the event.
FINANCIAL ISSUES
Department personnel worked a total of 898 hours of overtime of which 765.5 hours
were paid overtime in the amount of $26,290.77. ' This compares to the 1989
Orange Show totals of 992.5 hours overtime paid at $27,049.46 and 157.5 hours
of overtime accrued.
RECOIfo\ENDA TI ONS
I believe that the operational plan for this year's event can be applied to
next year's National Orange Show. I reconmend that weekday coverage, with
the exception of Friday, be reduced by two pOlice officers, that the coverage
for the first Sunday be reduced by three police officers and that the coverage
for the second Sunday be reduced by two pOlice officers. I recommend that
this year's practice of scheduling two sergeants on Friday and Saturday
nights be continued next year. I am 'hesitant to phase out entirely the'
regular officers and utilize only reserve officers. The potential for major
gang violence and other disturbances is always present at the event. Regular
officers are better trained and more adapt in preventing problems from
escalating and in investigating crimes.
The city should continue it's efforts to have the National Orange Show pay the
entire cost of providing police coverage ~or the event.
