CiTY OF SAN BERNODINO - REQUEST F()I COUNCIL ACTION STAFF REPORT Per the request of Dean Gray, Director of Telecommunications, (Attachment "A"), the classification of Telecommunications Representative is being established in order to more effectively meet the needs of the Department, as it continues to expand its functions. The attached job description (Attachment "B") fully describes the duties of this position. The salary for Telecommunications Representative is being established at Range 1263, $1647-$1729-$1815-$1906-$2001 per month. The annual salary for Telecommunications Representative is $31,456 including 31% for fringe benefits, based on top step. The cost for the remainder of Fiscal Year 1990-91 is $7,864 based on the three (3) remaining months (April through June). In order to offset a portion of the cost for this new position, the Telecommunications Division will be underfill- ing the currently vacant position of Typist Clerk III, with a Typist Clerk II. At their March 21, 1991 meeting the council Personnel Committee approved this request to establish one position of Telecommunications Representative in the Telecommunications Division and set the salary at Range 1263. From a single office operation, the Division hall expanded to include a separate channel origination area, a remote production facility and a COllIIUlicationa lIIllintenance shop, as well as console operation on 6th floor, City Hall. Along with the expanded work sites, workload has expanded in each of the Division's six IIIlljor functional areas: telephone support, progrllllllling (2 chaMels will be added before the end of this year), production, cOllll'Ullications maintenance, consumer protection, and administration. Permanent full-time positions have remained at the July 1988 level with one Director, four mid-managers, a Typist Clerk III, a Typist Clerk II, and 14-19 parttime assistants and interns to provide production and progrllllllling support. Two Electronica Technicians were added to staff October, 1990. In order to adequately staff the Division's 1IU1tiple facilities and to provide the operational support required to c:onplete workload in a timely manner, we request that your Department develop a job description for a fulltime clerical position, and that the description be forwarded to the City Mninistrator. PRIDE ~ t:.;~SS "~'~' - o TELECOMMUNICATIONS AOCHMENT REPRESENTATIVE liB" DESCRIPTION Under general supervision, performs varied, responsible clerical work including word processing and data entry; has functional responsibility for Division records including, but not limited to, personnel, financial and inventory records, which may involve supervision of a small clerical staff; provides service and assistance to the general public; and performs related work as required. REPRESENTATIVE DUTIES Performs varied, specialized clerical duties pertaining to personnel, financial, and inventory recordkeeping; provides information and service in person and by telephone; records or enters data into a computer terminal and/or other electronic device; furnishes information and answers inquiries related to cable service, internal phone system, access television programming/production, communications maintenance; maintains personnel, financial, and inventory records; compiles and prepares periodic and special reports as directed; verifies payroll; types or keys letters, memos, forms, reports and other documents; and provides backup for city console operation. MINIMUM OUALIFICATIONS Graduation from high school or GED; and 2 years of intermed- iate level clerical experience, or 1 year as a Typist Clerk III or equivalent. Typing Speed of 50 wpm required. NOTE: possession of a certificate in word processing may be required by completion of prObationary period. Must possess a valid California Class "C" driver's license. GENERAL OUALIFlCATIONS Knowledae of: Modern office equipment and procedures; English usage, spelling, grammar and punctuation; Bookkeeping procedures; Computer terminal, word processing and data entry methods; Basic public relations techniques; Telephone and FAX equipment use; Filing systems and inventory management practices: Principles of supervision. ORGANIZATIONAL RELATIONSHIPS The Telecommunications Representative is a working general unit position in the Telecommunications Division that performs work under the direction of the Director of Telecommunications, Administrative Operations Supervisor II, or designated staff.
