CITY OF SAN BERN~INO - REQUEST FcO COUNCIL ACTION RESOLUTION AUTHORIZING AN AGREEMENT FOR SENIOR WORKERS WITH THE SENIOR AIDES PROJECT- SENIOR PROGRAMS CORPORATION. STAFF REPORT The Senior Aides project provides work experience and on-the- job training for low income persons age 55 and over. The goal of the work experience and training is for the person to regain skills and gain confidence in their ability to compete in the job market, and then obtain a better job which isn't subsidized by the Senior Aides Program. These aides will be utilized primarilY in senior citizen service Activities, such as the senior Nutrition Program, senior companion Program, Retired Senior Volunteer Program and other senior related services. There is no cost to the City with all costs borne by the senior Aides Project. There is also no obligations for the city to provide future employment. (STAFFRE:SEN.AID) 3/25/91 75_0264 , . RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT TO EXECUTE AN AGREEMENT WITH SENIOR PROGRAMS CORPORATION TO PROVIDE SENIOR AIDES TO CITY WORK SITES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Director of Parks, Recreation and Community services is hereby authorized and directed to execute on behalf of said city an agreement with the Senior Programs corporation relating to the placement of senior aides at City work sites. A copy of said agreement is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. " /'-' / " .....~-v.-__ (RESO:SEN.AIDES) 3/25/91 -2- 0\ o o lCSC Senior AIDES Progrll1l Policy And Procedure Manual lOS 105 SENIOR AIDES PROJECr/tI>ST 1lGElCY l\GREl'HENT To c:anply with the requirsnents of the National Council of Senior Citizenil Senior AIDFS Progrllll, operated under Title V of the Older l\mericans l\ct, this llgresnent is voluntarily entered into by City of San Bernardino hereinafter referred to as the Host llgency, and Senior Programs Corp. #29,686 E.Mi11 St.,Rm.1006,San Bdno,CA 92415-0649 a subcontractor of the National Council of Senior citizens Senior AIDES Progrllll, hereinafter referred to as the Sponsor lIgency. , '!'he Host llgency agrees to provide a safe and healthful work site for eadl Senior Aide, to provide adequate orientation and trainin;J necessary to perform assigned job duties in accordance with a written job descriptioo, to provide additional trainin;J as opportunities occur, am, to the extent possible, to treat each Senior Aide as a regular IIllIIlber of the Host lIgency staff. '!'he Host llgency agrees to consider each Senior Aide for regular anployment, either full-time or part-time, when vacancies occur in the Host llgency staff or lohen new positions are created. The Host lIgency understams that the maxhnum len;Jth of time that a Senior Aide may rsnain in the SlIlIe job assignnent shall not exceed 24 months, except under limited circunstances which will be detemined by the lCSC Senior AIDES Progrll1l. M::lreover, the Host llgency mderstands that the Sponsor lIgency reserves the right, followin;J reasonable notice, to reassign any Senior Aide at any time that reassignnent will increase the Senior Aide's opportunities for training or unsubsidized anployment, or will otherwise serve the best interests of the Senior Aide, or will better support the goals and objectives of the Senior AIDES Progrllll. '!'he Host llgency agrees that no other national Title V project sponsor will be provided a work site while this lIgresnent is in effect. '1\le Host llgency agrees to abide by the hours and work schedules mutually agreed to for eadl Senior Aide and to provide properly prepared time sheets, periodic performance eIIaluations, and other required docIIIIents. In additioo, the Host lIgency agrees and understands that eadl Senior Aide will be required to attend periodic Senior AIDES Project meetings durin;J regular workin;J hours. '> o o lCSC Senior AIDES Progrllll Policy And Procedure Manual 105 105 SENIOR AIDES PROJEC'l'/1I)S'1' AGElCY ~ The It:>st llgency !grees that the job to \rbich the Senior Aide is assigned is an increase in EIllplo~ent opportunities; will not result in the displacenent of currently enplo)'ed workers or in a reduction in non- overtime hours of work, wages, or benefits; will not impair any existin; contract for service or result in the substitution of the wages of the Seni(l[ Aide for other fums in connection with work which otherwise would be perfoIllled; will not be a substitution for any existin; federally assisted job; am will not be in a position which is the same as or substantially the same as that occupied by any other person who is on lay-off. Further, the Host llgency agrees that it will not discriminate lI;Iainst a Senior Aide on the grounds of race, color, religion, sex, national origin, or han3ieap. ""e Host llgency lI;Irees to provide dOC\Jllelltation of in-kind contributions, if specified in an ac:ccmpanyin; letter of agreElllent. Further, it is I.nderstood by the It:>st llgency and the ~nsor llgency that any contribution, whether cash or in-kind, by the Host llgen::y is purely voll.ntary and is not a condition for the assignnent of any Senior Aide. The Host llgency certifies by this AgreElll8nt that it is a governnental agency or is a non-profit lI;Iency which is currently certified as a Section SOl(e) (3) organization under the Internal RE!I7enue Code. !\1rther, if the It:>st llgency is certified as a Section 501 (c) (3) lI;Iency, a copy of that certification is attached or is on file with the Sponsor llgency and is still in effect.
