Description) Base Line Street, Medical Center Finance: Cl-W t) r- Drive to Crestview Avenue Council Notas: 75-0262 Agenda Item No -:::;-.v , CITY OF SAN BERC:;ARDINO - REQUEST())R COUNCIL ACTION STAFF REPORT Preparation of the plans and specifications for the rehabilitation of the existing pavement on Base Line Street, from Medical Center Drive to Crestview Avenue, was based upon corings of the asphalt concrete by a geotechnical firm and a deflection analysis by the County Transportation Department. As a result of these studies, the County Transportation Department recommended grinding 2 inches of asphalt, heating and recycling the top 1 inch of the remaining asphalt concrete, placing re- inforcing fabric, and placing 2 inches of new asphalt concrete. These recommendations were in accordance with Federal Highway standards and procedures, and were, therefore, approved by Caltrans. After grinding 2 inches of existing asphalt concrete from Medical Center Drive to Route I-215, the remaining layer of asphal t pavement was determined to be an asphalt-sand mixture. This layer is approximately 1 inch thick, and appears to be an old pavement overlay utilizing inferior material. This layer is unsuitable for heat rejuvenation, as evidenced by the fact that the sub-contractor has refused to guarantee his work. The County Transportation Department and the Geotechnical Engineer have re-evaluated the remaining pavement section and have recommended removing the partial remaining layer and replacing it with one inch of asphalt concrete, instead of heating and recycling. The reinforcing fabric and 2 inches of new asphalt would still be placed above this layer, as directed by the project plans. Caltrans has reviewed and approved this revised method to reflect actual conditions encountered. Change Order No. One authorizes the Contractor to cold plane the remaining 1 inch of the partial layer, and replace with a layer of new asphalt concrete pavement, and to delete the hot surface recycling. Change Order No. One authorizes a net increase in the contract price of $64,618.40, from $709,902.45 to $774,520.85. The total estimated project cost includes an amount of $112,597.55 for contingencies, which can be used to finance the cost for this change order. Federal-Aid Urban Funds will be used to finance 86% of the cost for this extra work. We recommend that Change Order No. 1 be approved. URGENCY CLAUSE Cold planing of the top 2 inches has been accomplished between Medical Center Drive and Route I-215. The partial remaining layer is breaking up, which creates dust and potholes. This si tuation needs to be alleviated as soon as possible.
