Project List and Twenty-Year Transportation Plan to be
financed with Measure "I" 1/2<:: sales taxes.
05-07-90 -- City Clerk and City Engineer authorized to proceed
with establishment of assessment district for widening
South "E" Street Bridge.

A Five-Year Project List of transportation projects, to
be financed with l/2~ sales taxes, was approved at the Council
meeting of 10-16-89, as required by Measure "I" to secure
approval from the State Legislature. These project lists from
the various cities were used in the successful campaign.
SANBAG is in the process of developing a program for the
expenditure of funds under the arterial program. They envision
financing Federal-Aid Urban projects that are ready to go, but
were not funded due to a shortage of funds, and some projects
from the Measure "I" arterial program.
Plans, specifications and estimate for widening the
south "E" Street Bridge, over the Santa Ana River, have been
completed and submitted to Caltrans for approval. This is
necessary since the cost for preparation of these items was
financed with Federal-Aid Urban funds.
An indication has been given that $1 Million in bond
proceeds will be allocated to finance about 25% of the total
estimated cost of $4.1 Million. The amended Five-Year Project
List designates $2 Million for the South "E" Street Bridge
Widening Project. It is proposed that the remaining balance of
$1.1 Million be provided through an assessment district on
properties in the vicinity of the bridge that would receive a
special benefit.

These projects will, of necessity, be deferred or
financed with other funds. The South "E" Street Bridge Project
will be ready to go as soon as the plans are approved by
Caltrans and the assessment district established. No work has
been started on the above listed projects, except for traffic
signals at Hospitality Lane and Commercenter East, which' are
proposed to be installed under another assessment district.

If the $2 Million in Measure "I" arterial funds is not
provided at this time, the entire cost could be financed from
this source in the future
URGENCY CLAOSE:
SANBAG is in the process of developing a program for releasing
some Measure "I" arterial funds, and expect it to be approved
in about 30 days. Our amended list needs to be submitted as
soon as possible in order that it can be incorporated into
their program.

RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING AN
AMENDED FIVE-YEAR PROJECT LIST AND TWENTY-YEAR TRANSPORTATION
PLAN TO BE FINANCED PURSUANT TO MEASURE "I" TO LEVY A ONE-HALF
CENT SALES TAX WITHIN SAN BERNARDINO COUNTY FOR FUNDING
TRANSPORTATION PROJECTS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Five-Year Project List, of transportation
improvements to be financed from the one-half cent sales tax to
be levied pursuant to Measure "I" , marked Exhibit "A", a copy
which is attached hereto and incorporated herein as fully as
though set forth at length herein, is approved.
SECTION 2.
The Twenty-Year Program, consisting of
transportation improvements, such as street widening, pavement
rehabilitation, installation of street lights and traffic
signals, to be made in accordance with the Circulation Element of
the current City's General Plan, is approved.
SECTION 3. The Director of Public Works/City Engineer is
hereby authorized to file copies of the amended Five-Year List
and Twenty-Year
