Descriotion) Finance: ~ ~i" ncil Notes: 75..0262 Agenda Item No q CITY OF SAN BERNSihDINO - REQUEST tClR COUNCIL ACTION STAFF REPORT The Waterman Avenue overcrossing with the Southern Pacific Railway, south of Redlands Boulevard, was built by the County about 25 years ago. Storm water from the area to the east, and south of the railway, was drained under Waterman Avenue by a pipe culvert. The storm water then drained north to the railway in an asphalt concrete lined ditch. These drainage facilities were adequate when constructed. However, they are no longer adequate, due to the development that has recently occurred in the area. This situation is a result of no facilities being available, at the end of the asphalt concrete lined ditch, to outlet the storm water into. Also, there is the potential of damage to adjoining structures, in the event that the ditch is unable to contain the storm flows. Storm drains have been constructed at the intersection of Waterman Avenue and Weir Road. These storm drains can accept the storm water that is drained under Waterman Avenue. We intend to include about $105,000 in our proposed 1991/92 Storm Drain Con- struction Fund Budget to finance the cost of this storm drain. Budgets are normally approved in the latter part of June, which would allow about H months to the official start of the rainy season. This would present a tight time frame to design, advertise for bids; award a contract, and have the construction completed. Therefore, we propose that $12,000 be allocated at this time, in order to allow work to be started and insure that the project will be completed by the next rainy season. Work has now been completed on the Morgan Road Storm Drain. The total estimated project cost contained an amount of $41,248.50 for contingencies. The transfer of $12,000 from this project will leave a balance of $29,248.50, which will be more than sufficient to cover the claims expected to be submitted by the Contractor for extra work. We recommend that the transfer of $12,000 from the Morgan Road Storm Drain, be approved, in order to allow work to be started on the Waterman Avenue Storm Drain. 3-04-91 '71!;..n,F;,4
