Synopsis of Previous Council action:
On the February 19, 1991 Agenda of the Planning Commission, the proposal for
amendment of San Bernardino Municipal Code Section 15.32.030, to delete the
requirement of Planning Commission approval of metal buildings and defer their
review and approval to the Development Review Committee (DRC), was denied by
the Planning Commission by a vote of 6 to O.
Recommendad motion:
That the hearing be closed; that the first reading of the ordinance amending
San Bernardino Municipal Code Section 15.32.030 be waived and that said
ordinance be laid over for final passage; and, that the Negative Declaration
be adopted. (Supports staff recommendation to Planning Commission).

That the hearing be closed; and, that the Mayor and Common Council not adopt
the proposed ordinance amending San Bernardino Municipal Code Section
15.32.030. (Supports Planning Commission's action of .not recommendinq approval
of the ordinance by a vote of 6 to 0).

metal buildinqs and to allow the review and approval of such
structures to be requlated by the. Development Review
committee (DRC).
SITE LOCATION
potential for future project sites with metal buildinq
proposals to be located in various commercial and industrial
desiqnated land use districts throuqhout the city.
CALIFORNIA ENVIRONMENTAL OUALITY ACT STATUS
.An Initial Study was prepared on the proposed amendment
chanqe to the Metal Buildinq ordinance and presented to the
Environmental Review Committee (ERC) members at their
reqularly scheduled January 10, 1991 meetinq. The ERC
members recommended a Neqative Declaration on the proposed
amendments to the Metal Buildinq Ordinance. The amendment of
the ordinance was advertised, commencinq a public review
period that extended from January 17 throuqh February 6,
1991. No public comments were received on the proposed
ordinance amendment durinq this period.
ANALYSIS
The amendment of SBMC section 15.32.030 Metal- Covered
Buildinqs Ordinance has been proposed to help expedite the
review and approval of metal-covered structures by deferring
their requlation to the Development Review committee (DRC).
The New Developaent Code, nearinq adoption, will still
require planninq commission approval for the larqer projects
involvinq proposed commercial buildinqs qreater than 30,000
,square feet, whether metal structures or otherwise, and
industrial buildinqs qreater than 50,000 square feet. The
proposed amendment chanqes, therefore, are tarqeted for
projects incorporatinq the smaller metal structures as a
means to shorten their review process while still not
lesseninq nor weakeninq the careful screeninq of these
projects to insure qood architectural desiqn as well as
compatibility with abuttinq land uses and surroundinq
neiqhborhood properties.

Additionally, the New Development Code will require all metal
buildinqs to be architecturally desiqned to incorporate more
vertical and horizontal surface differentiation, qreater
variety in use of screeninq materials as well as restrictions
in the use of corruqated metal and hiqhly reflective surfaces
in their roofinq materials.
All proposed metal buildinq projects, as any other develop-
ment within the city boundaries, will also be subject to
additional environmental reviews and/or special required
studies as are deemed applicable when such proposal sites are
located within one or more city desiqnated environmental
constraint areas and/or special studies zones.
RECOMMENDATION
That the Planninq commission recommend to the Mayor and
Common Council:
To approve the amendment of SBMC section 15.32.030
Metal-covered Buildinqs Ordinance to delete the
requirement for planninq commission review and approval
of metal buildinqs meetinq the thresholds as referenced
above and defer their requlation to the Development
Review committee (DRC).

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING
SAN BERNARDINO MUNICIPAL CODE SECTION 15.32.030 OF CHAPTER
15.32 TO DELETE THE REQUIREMENT FOR PLANNING COMMISSION
REVIEW AND APPROVAL OF METAL-COVERED BUILDINGS.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO DO ORDAIN AS FOLLOWS:
SECTION 1.
Section 15.32.030 of Chapter 15.32
Metal-Covered Buildings is hereby amended to read as
follows:
"15.32.030
Development
Review
Committee
Review,
Considerations and Conditions.
It shall be unlawful to erect, construct, establish,
alter or enlarge any building which has an exterior wall
made and/or composed of metal without the review and
approval of the Development Review Committee (DRC). The
DRC shall consider the relationship of the premises on
which the metal building is to be located to abutting land
uses, and may
impose as conditions
of approval or
modification of the application, the erection of walls and
fences, and the establishment of landscaping, setbacks,
exterior design changes and other requirements, which will
insure the compatibility of the improvement or development
to the abutting land uses in conformity with the purposes
and intent of this chapter. In all cases, the construction
shall conform to the requirements of the applicable codes,
ordinances and regulations adopted by the city."

of the City in that the minor text amendment is for

ensures the public interest, health, safety, convenience
and welfare of the City.
C. The proposed amendment would maintain the appropriate
balance of land uses within the city in that text
amendment proposed does not affect the balance of land
uses.
SECTION 4. Amendment
BE IT FURTHER RESOLVED by the Mayor and Common Council
that:
A. The text of the General Plan of the City of San
Bernardino is amended by changing Table 1, p. 6 entitled
Attachment A, and is more specifically described as
Relationship to Other Plans, (Verdemont Area Plan). This
amendment is designated General Plan Amendment No. 91-
04(B) a copy of which is attached and incorporated
herein by reference. (Attachment A)
B. General Plan Amendment No. 9l-04(B) shall be effective
immediately upon adoption of this resolution.

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AND ADOPTING
GENERAL PLAN AMENDMENT NO. 91-04(C) TO THE GENERAL PLAN OF
THE CITY OF SAN BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND THE COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals
(a) The General Plan for the City of San Bernardino was
adopted by the Mayor and Common Council by Resolution No. 89-
159 on June 2, 1989.
(b) General Plan Amendment No. 91-04(C) to the General
Plan of the City of San Bernardino was considered by the
Planning Commission on March 6, 1991, after a noticed public
hearing, and the Planning Commission's recommendation of
approval has been considered by the Mayor and Common Council.
(c) An Initial StUdy was prepared on February 28, 1991
and reviewed by the Environmental Review Committee and the
Planning Commission who both determined that General Plan
Amendment No. 91-04(C) would not have a significant effect on
the environment and therefore, recommended that a Negative
Declaration be adopted.
(d) The proposed Negative Declaration received a 21 day
public review period from March 7, 1991 through March 27,
1991 and all comments relative thereto have been reviewed by
the Planning Commission and the Mayor and Common Council in
compliance with the California Environmental Quality Act and
local regulations.

hearing and fully reviewed and considered proposed General
Plan Amendment No. 91-04(C) and the Planning Division Staff
Report on April 1, 1991.
(f) The adoption of General Plan Amendment No. 91-04(C)
is deemed in the interest of the orderly development of the
city and is consistent with the goals, objectives and
policies of the existing General Plan.
SECTION 2. Neaative Declaration
NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the
Mayor and Common Council that the proposed amendment to the
General Plan of the city of San Bernardino will have no
significant effect on the environment, and the Negative
Declaration heretofore prepared by the Environmental Review
committee as to the effect of this proposed amendment is
hereby ratified, affirmed and adopted.
SECTION 3. Findinas
BE IT FURTHER RESOLVED by the Mayor and Common Council
of the city of San Bernardino that:
A. The proposed amendment is internally consistent with the
General Plan in that Table 1, Relationship to Other
Plans, is the only place in the General Plan where there
is reference to the Central City South overlay District
document.

The San Bernardino planning area is subject to wildland fires due to the steep terrain
and highly flammable chaparral vegetation of the foothills of the San Bernardino
Mountains and high winds that correspond with seasonal dry periods. Major fires have
endan~ the City of numerous occasions in the past and in several instances, have
spread into the City and caused extensive damage.
The US. Department of Forestry has records of wildland fires dating back to the begin-
ning of the 20th century. The data indicates that fires occur on a regular basis almost
every year and that very large fires occur fairly regularly every ten years. According to
the Department of Forestry, the large fires correspond to the age of the vegetation
which, if not burned regularly, begins to accumulate dead material that is more easily
ignited and spreads fire faster than newer growth.
Consequently, a decade will pass with few fires followed by a decade with several large
fires. The occurrence of the largest fires also corresponds to periods of eAtreDlely high
wind conditions. The largest fires in recent history are indicated on Figure 60. Much of
the burn areas overlap. Consequently for some fires only the e.clIemities are depicted.
The large fires that are spread by winds periodically approaching and exceeding 90-100
miles per hour are considered uncontrollable by the California Department of Forestry
and US. Forest Service. Other areas in southern Califc:uiUa are being burned off period-
ically by way of controlled burns to remove older vegetation. The controlled bum pr0-
cess is not used in the San Bernardino Mountains because of the unpredic:tability and
force of the winds in the area which could make controlled burns a potential hazard.
As a consequence, the San Bernardino Mountains will experience wildland fires on a
regular basis and app,oximately every ten years it CIJl be expected to experience a very
large fire that will burn out of control for an extended period of time.
In recognition of these hazards, the City of San Bernardino participated in the
preparation of the Foothill Communities Protective "Greenbelt" Program in 1983 in col-
laboration with the County of San Bernardino, California Department of Forestry,
Foothill rU'e Protection District, West End Resource Conservation District, East Valley
Resow-ce Conservation District, Us. Soil Conservation Services, and US. Forest Service.
The purpose of the P'",&,.al is to reduce fire, flood, and erosion losses in the wild-
land/urban interface in the foothills of the San Bernardino Valley. The program was

The interface zone is divided into three categories of fire hazard as shown on Pilfl"'''' 41.
These relate to terrain, accessibility, soil stability, and vegetation. The program pre-
saibes development standards to reduce fire risks; including roadway characteristics,
area ac:cessibility, building construction (materials and configuration), location and sit-
ing of structures, landscape and irrigation, vegetation management, and establishment
of a "greenbelt".

SECTION 1. Recitals
(a) The General Plan for the City of San Bernardino was
adopted by the Mayor and Common Council by Resolution No. 89-
159 on June 2, 1989.
(b) General Plan Amendment No. 91-04(E) to the General
Plan of the City of San Bernardino was considered by the
Planning Commission on March 6, 1991, after a noticed public
hearing, and the Planning Commission's recommendation of
approval has been considered by the Mayor and Common Council.
(c) An Initial Study was prepared on February 28, 1991
and reviewed by the Environmental Review Committee and the
planning Commission who both determined that General Plan
Amendment No. 91-04(E) would not have a significant effect on
the environment and therefore, recommended that a Negative
Declaration be adopted.
(d) The proposed Negative Declaration received a 21 day
public review period from March 7, 1991 through March 27,
1991 and all comments relative thereto have been reviewed by
the Planning Commission and the Mayor and Common Council in
compliance with the California Environmental Quality Act and
local regulations.

Planning commission on March 6, 1991, after a noticed public
hearing, and the Planning Commission's recommendation of
approval has been considered by the Mayor and Common Council.
(c) An Initial Study was prepared on February 28, 1991
and reviewed by the Environmental Review Committee and the
Planning Commission who both determined that General Plan
Amendment No. 91-04 (F) would not have a significant effect on
the environment and therefore, recommended that a Negative
Declaration be adopted.
(d) The proposed Negative Declaration received a 21 day
public review period from March 7, 1991 through March 27,
1991 and all comments relative thereto have been reviewed by
the Planning commission and the Mayor and Common Council in
compliance with the California Environmental Quality Act and
local regulations.

(e) The Mayor and Common Council held a noticed public
hearing and fully reviewed and considered proposed General
Plan Amendment No. 9l-04(F) and the Planning Division Staff
Report on April 1, 1991.
(f) The adoption of General Plan Amendment No. 9l-04(F)
is deemed in the interest of the orderly development of the
city and is consistent with the goals, objectives and
policies of the existing General Plan.
SECTION 2. Neaative Declaration
NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the
Mayor and Common Council that the proposed amendment to the
General Plan of the City of San Bernardino will have no
significant effect on the environment, and the Negative
Declaration heretofore prepared by the Environmental Review
Committee as to the effect of this proposed amendment is
hereby ratified, affirmed and adopted.
SECTION 3. Findinas
BE IT FURTHER RESOLVED by the Mayor and Common Council

General Plan in that there is no policy addressing
