I.......... 1\.1... 3.5 CITOOF SAN BERNARDIO - REQUEO' FOR COUNCIL AC'I,J)N STAFF REPORT The Mayor has proposed an amendment to the San Bernardino Municipal Code providing for the nomination of two alternate members to each Board, Bureau and Commission of the city. The purpose of this amendment is to provide a quorum in those instances whereby the absence of one or more regularly appointed members or existing vacancies constitute a lack of quorum to conduct business. Staff conducted research into the number of times during the previous year when various committees, boards and commissions were unable to meet due to lack of a quorum. The results are listed below: Animal Advisory Commission One Vacancy - has not met due to lack of quorum 6x in 1990. Building Commission One Vacancy - has not met due to lack of quorum 2x in 1990. Central city Advisory Board Vacancies - 7. Has not met in over 4 years. parking Place commission No vacancies. Has not met due to lack of quorum 4x in 1990. Community Television commission No vacancies. Has not met due to lack of quorum 8x in"1990. Section 2.17.035 is hereby added to the San Bernardino Municipal Code to read as follows: 7 8 9 / / / / / / / / "2.17.035 Alternate members The Mayor shall nominate two alternate members to each board, bureau and commission who shall serve during and for the term of the Mayor. Such alternate members may attend the meetings of the board, bureau or commission and may participate in the discussions but shall not vote nor be considered for the determination of a quorum pursuant to Section 2.17.070, unless a quorum is not otherwise present.
