DescriPtion) Finance: Council Notes: 75-0262 It@lL Agenda Item NO.--'!j CI:rV O~ SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: The San Bernardino Police Department has a need to utilize bloodhounds for criminal investigations and missing persons. Background: Historically the police department has had no resources available to fill this need. It is important when investigating crimes and searching for missing persons that all resources are utilized. Two bloodhounds and handling services (Lisa Harvey and Officer Jeff Harvey) are presently being made available to the city at no cost. These bloodhounds have been trained to follow a human scent trail of missing persons and criminals. The dogs have already been used by the San Bernardino Police Department, as well as the Rialto Police Department and Riverside Sheriff s Department over the past year. The blood hounds have been used on over 21 cases which involved missing persons (including children and Alzheimer's patients) and criminals (murder suspects, grand theft auto suspects, bank robbery suspects, etc.). The San Bernardino Police Department desires to utilize these services on an "as needed" basis as outlined in the attached 'Agreement for the use of Bloodhounds for Police Work'. Financial Impact: The only financial impact is Workman's Compensation to cover injuries that might occur to Lisa Harvey while working as a volunteer consultant. The service of the bloodhounds is being offered at no cost. Recommendation: The use of the bloodhounds has greatly aided in investigations and gathering of otherwise unobtainable information for the above mentioned departments. The use of bloodhounds, although an age old proven technique, is for the San Bernardino Police Department a new tool in the process of solving crimes and aiding the community. The use and handling of the bloodhounds is being volunteered to the police department because no alternative method in searching out the criminal who attempts to get away or the person who is missing can compete with the use of these animals. ,...n~"4 , 'I o o o Jl L.___ _____ __. _.-0'-"- ." .. ~(Q)~)f 1 RESOLUTION NO. 2 A RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH JEFF AND LISA HARVEY FOR 3 UTILIZATION OF BLOODHOUNDS AT THE SAN BERNARDINO POLICE 4 DEPARTMENT. 5 6 7 8 9 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. The Mayor is hereby authorized and directed to execute on behalf of said City an agreement with Jeff and Lisa Harvey relating to the use of Bloodhounds at th!= 10 11 12 13 14 15 San Bernardino Police Department, a copy of said agreement is attached hereto, marked Exhibit . "A" and incorporated herein by reference as fully set forth at length. SECTION 2. A. JEFF HARVEY is a police officer with the City of San Bernardino and his wife is 5 LISA HARVEY. 6 B. JEFF HARVEY and LISA HARVEY ("Harveys") own two bloodhounds which have 7 been trained to assist police departments in searching and tracking victims, suspects and evidence 8 in crimes, as well as searching for lost or missing persons. 9 C. Both the bloodhounds and the HARVEYS have been trained in search and handling 10 techniques, respectively, and are continuously training to maintain and improve their skills. II D. The Harveys both wish to donate their services as handlers, as well as the service of 12 their bloodhounds to local law enforcement agencies, including the San Bernardino Police 13 Department. 14 E. The San Bernardino Police Department desires to utilize the services of the Harveys IS and their bloodhounds on an "as-needed" basis. 16 Ae:reement 17 The undersigned parties agree as follows: 18 I. The City of San Bernardino Police Department (SBPD) may call the HARVEYS to 19 use either or both of the bloodhounds owned by the HARVEYS as well as the services of the 20 HARVEYS as handlers as police needs may require. 21 2. The use of the dogs will be on a strictly volunteer basis. Except as otherwise 22 provided in this agreement or by law, the SBPD shall be under no obligation to compensate the 23 HARVEYS in any way for expenses or damages. 24 , ~. The SBPD shall establish criteria for use of a bloodhound through a Standard 25 Operating Procedure. The SBPD, in its sole discretion, shall determine whether a situation requires 26 use of the bloodhounds. 27 4. The HARVEYS shall provide a home and all necessary care and comfort for the bloodhound(s) including, without limitations, veterinary treatment, vaccinations and license without any claim for compensation or reimbursement from the CITY. 6. The HARVEYS shall provide training both for the bloodhound(s) and for themselves as handlers without any claims for compensation or reimbursement from the CITY. 7. If the SBPD requests the HARVEYS to obtain any specific training for either th~ HARVEYS or the bloodhound(s), the CITY shall be liable for the expense of such training. 8. The HARVEYS shall transport the bloodhound(s) to the locations where the bloodhound(s) will be used without any claims for compensation or reimbursement from the CITY. 9. The parties expect that LISA HARVEY will normally be the handler responding to a call with the bloodhounds. i 10.
