No.) (Acct Description) Finance: Council Notes: Agenda Item No. �� CITY OF SAN BERNARDINO—REQUEST FOR COUNCIL ACTION STAFF REPORT Submitted by: City Clerk's Office Council Meeting of May 19, 2008 Subject An Ordinance of the City of San Bernardino amending Section 5.04.015 of the San Bernardino Municipal Code by adding Sub Section"E"relating to Business Registration Certificate Application processing fees. Background In response to a request from the City Manager that we look at ways to increase business registration revenue,the City Clerk's office is suggesting that the Council consider the possibility of imposing processing fees for business registration applications. Numerous cities throughout California charge a processing fee for new and/or renewal business registration applications. This fee is in addition to the annual business registration fee collected from businesses operating within a particular city's jurisdiction. A survey of local jurisdictions resulted in the following fees: Cathedral City(9/07) $20 processing fee-$7 fee for renewal Colton $25 processing fee-$10 fee for renewal or changes Corona $40 processing fee-$10 fee for renewal Fontana $35 processing fee-$15 fee for renewal Ontario None Rancho Cucamonga None Redlands $50 processing fee-$20 fee for renewal Riverside None The City Clerk's Office has analyzed staff's time to process both new and renewal applications;results are $15.79 and$12.32 respectively. At this time we propose a$10.00 processing fee for both new and renewal applications. In addition,our office recommends exempting daily and monthly business registration applications from the processing fee. Although staff time is the same to process such applications,renewal packages and reminder notices are not mailed to these accounts due to their transient nature. In addition, most of the registrations issued in these categories have a considerably lower registration fee than a service- based business or one with a commercial location. The Ways and Means Committee recommended this new fee at their meeting on May 7,2008. In addition, the City Manager's Office will be setting a public hearing to be heard on June 2, 2008 to discuss the adjustment of various user fees and the establishment of new user fees. Financial Impact If the new application processing fees are implemented,projected additional annual revenue would be $170,000. Recommendation That the ordinance be laid over for final adoption. 1 ORDINANCE NO. 2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING 3 SECTION 5.04.015 OF THE SAN BERNARDINO MUNICIPAL CODE BY 4 ADDING SUBSECTION "E" RELATING TO BUSINESS REGISTRATION CERTIFICATE APPLICATION PROCESSING FEES. 5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 6 BERNARDINO DO ORDAIN AS FOLLOWS: 7 8 SECTION 1. Section 5.04.015 of the San Bernardino Municipal Code is hereby 9 amended by adding Subsection "E" to read as follows: 10 11 5.04.015 Business Registration Certificate—Application —Issuance. 12 E. Each new or renewal business registration application shall be accompanied by a 13 non-refundable application processing fee established by resolution of the Mayor 14 and Common Council which shall be no more than necessary to cover the costs of 15 processing. This fee shall be in addition to the business registration fee and shall 16 not be prorated.
