1. PROPOSED SCHOOL AT LITTLE LEAGUE/BELMONT STREET -
PRO-RATA SHARE OF BRIDGE FEE - Item continued. Staff and
State representatives will meet within the next 30 days to
discuss, analyze and report back to the Committee with
recommendation on July 20.
2. REVIEW RECOMMENDATIONS RELATIVE TO HANDLING OF
PARADES AND SPECIAL EVENTS The Committee recommended
approval of the proposed resolution with a request that
school parades be excluded. The city Attorney will make the
necessary changes and present the resolution on July 17.
3. REVISION OF PROCEDURES AND GUIDELINES FOR EVALUATING
LIQUEFACTION POTENTIAL - The Committee recommended approval
of an ordinance rather than a resolution at the suggestion of
the City Attorney. The Committee requested that a staff
report and map be available for the Council to review at the
July 17 meeting.

4. PROPOSED STREET BANNER ORDINANCE - The Committee
recommended approval.
5. DISCUSSION OF CITY'S POSITIONS CONCERNING ASSAULT
WEAPONS - Item tabled based on State's recent actions.
6. RESOLUTION AMENDING SECTION TWO AND ONE-HALF OF
RESOLUTION NO. 8234 ESTABLISHING PARKING RESTRICTIONS FOR THE
THIRD LEVEL OF THE CIVIC CENTER PARKING STRUCTURE - Item
continued. The Committee requested some readjustments and
made recommendations for staff to consider and bring back to
the July 6 meeting.
7. REQUEST FOR WAIVER OF REQUIREMENT TO UNDERGROUND
UTILITIES - EXPANSION OF OMNITRANS FACILITY NORTHWEST CORNER
OF MEDICAL CENTER AND 5TH STREET - Item continued to July 6
to allow staff to review how other cities handle public enti-
ties. Additionally, staff will contact So. California Edison
to determine if more specific estimates can be provided.
8. WEED ABATEMENT PROCEDURES - The Committee recom-
mended that staff look at the process, streamline it and
present it to the Building Commission indicating coordination
between Public Services and Building and Safety. The appeals
would remain with the Building Commission and appropriate
backup would be provided by Public Services. The Director of
Building and Safety was asked to investigate the possibility
of a reasonable, non-refundable protest fee. A change to
Municipal Code 2.64 may also be required to conform to the
requested process. The item will be brought to the full
Council on July 17.
9. SELECTION OF NEW COMMITTEE CHAIRPERSON - The Commit-
tee voted Councilman Minor in as Chairman of the Legislative
Review Committee for the 1989-90 fiscal year.
