AUTHORIZED EXPENDITURE LEVELS PENDING
APPROVAL OF AGENCY'S 1989-90 BUDGET
Synopsis of Previous Commission/Council/Committee Action:
4/6/89
Committee requested that a continuing Resolution be filed to
authorize continued budget expenditures pending approval of the
Agency's 1989-90 budget.

PENDING FINAL APPROVAL OF 1989-1990 BUDGET, WITH ALLOWANCE FOR
INCREASE IN SALARIES.

STAFF REPORT
On April 6, 1989, the Redevelopment Committee received and filed the Agency's
1989-90 budget manual and proposed budget schedule. As a result of various
scheduling conflicts in May and June, the Committee requested that a
Resolution be adopted authorizing the Agency to continue budget expenditures
past July 1, 1989 at the same level authorized for fiscal year 1988-89. The
proposed fiscal year 1989-90 Agency budget is, therefore, scheduled to be
submitted in July, 1989, at which time appropriate meetings will be scheduled
to review and recommend a final budget for adoption.
The attached Resolution has been approved as to form and legal content by
Agency Counsel. On June 8, 1989, the Redevelopment Committee recommended
adoption of the continuing Resolution. It is, therefore, requested that the
Commission adopt the attached Resolution authorizing the Agency to continue
expenditure levels past July 1, 1989 at the budgeted level for fiscal year
1988-89 pending final approval of the Agency's fiscal year 1989-90 budget.

RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE
3 CITY OF SAN BERNARDINO AUTHORIZING REDEVELOPMENT AGENCY TO
CONTINUE EXPENDITURES AT BUDGETED LEVEL FOR 1988-1989 FISCAL

BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF
6 THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The staff of the Redevelopment Agency of the
C~ty of San Bernardino ~s prepar~ng and w~ll submit to the
Commun~ty Development Commission of the C~ty of Sa~ Bernardino a
proposed budget for f~scal year 1989-1990, and has requested that
a date be set for a hearing thereon. The Commun~ty Development
Commiss~on has not yet been able to schedule a comprehensive
hear~ng on the budget, and desires to authorize the Redevelopment
Agency to cont~nue expenditures at the same budgeted level as for
the pr~or f~scal year, 1988-1989, with the exception of salaries,
for wh~ch approved salary and benef~t ~ncreases should be
permitted.
SECTION 2. The Commun~ty Development Commission of the
City of San Bernardino hereby authorizes the Redevelopment Agency
of the C~ty of San Bernardino to continue expenditures at the
same levels as approved ~n the final budget for the Redevelopment
Agency of the C~ty of San Bernardino for f~scal year 1988-1989,
with the exception that add~t~onal expend~tures shall be
perm~tted as required to meet the increased salary and benefit
levels for Agency employees approved heretofore by this
Comm~ssion. This cont~nu~ng authority shall remain in effect
unt~l such date as action has been taken upon the budget of the
