STAFF REPORT
I NTRODUCTI ON
At the meeting of October 24, 1988, the Mayor and Common Council directed Staff to bring
back a report on alternate crossings which might be more appropriate candidates for
closure than Main Street and Broadway Street. This action was taken in response to
protests received from the adjoining property owners.
All grade crossings with Santa Fe Railway lines were reviewed to determine if there were
any that could be considered a candidate for closure. The only other possibility was
found to be Ennis Street.

DISCUSSION
a) Ennis Street (See Attachment "A")
Enni s Street is 40' wi de (ri ght-of-way) servi ng as a coll ector between Washi ngton
Avenue and Waterman Avenue. The crossing is located about 0.4 mile South of Central
Avenue and 0.2 mile North of Dumas Street.

Currently. Enni s Street is a 2-1 ane paved road. Some short reaches have been
improved with curb and gutter. The ultimate cross section is 40' curb-to-curb with
a 60' ri ght-of-way. The area is about 25% occupied by resi denti a'l and small
commercial developments.
Closure of Ennis Street would impact approximately 112 acres of land as shown on the
attached map. The most adversely impacted properties would be those immediately
West of the crossing. Under the worst situation, motorists would have to travel an
extra 1/4 mile to get to the intersection of Central Avenue and Waterman Avenue.
Accessibility of the area would be reduced for emergency and public service
vehicles.
The Ennis Street crossing will be needed in the future as a trade, to obtain
approval for a new grade crossing, when construction of the new East/West arterial,
to align with Orange Show Road and Pioneer Street, is constructed.
Closure of the Ennis Street crossing would adversely affect growth potential of the
area. Approximately 25% of the area could suffer major adverse effects on growth
potential.
b) Broadway and Main Streets (See Attachment "B")
Broadway Street and Main Street are only 20' wide (right-of-way) each and function
as alleys. There are no plans to widen either one to full street standard width of
50' (right-of-way).
The area that would be impacted, if these alleys are closed, is approximately 8
acres of residential and commercial land.

adversely affect the redevelopment potential of this block; however, due to the
small size of the area and close proximity of a major street, the impact would be
minor.
Consi derati on cou1 d be gi ven to constructi ng loop streets between Broadway Street
and Main Street in order to avoid "dead ends".
CONCLUSION:
1. Closure of the Ennis Street crossing may adversely affect emergency services, public
services, and development potential of approximately 30 acres of partially developed
lane West of the crossing.
2. The Enni s crossi ng wi 11 be needed for 9 trades to obtai n a future crossi ng for a
Master Plan East/West arterial to align with Pioneer Street and Orange Show Road.

3. Closure of the crossings on Broadway and Main Streets may have minor adverse impacts
on about 4 acres of developed land West of the crossings, but these impacts would be
substantially less than the impacts of closing Ennis Street.

RECOMMENDATION:
That the City proceed with the closing of the Broadway Street and Main Street crossing
of the A.T. & S.F. Railroad.

STAFF REPORT
Upon receiving a request from the Redevelopment Agency to vacate portions of Main
street and Broadway street, between "I" and ".J" Streets, authorization was given on
02-01-66 to proceed with the proposed vacation, and Plan No. 7422 was approved.
On 06-01-66, a finding of need for health and safety reasons was made, the
Declaration was adopted and a finding of consistency with the Interim Policy
was made.

Utility companies and City departments were notified of the proposed vacation and were
given an opportunity to respond.
On 09-06-66, Resolution of Intention No. 66-344 was adopted. That resolution sets a
public hearing date of October 17, 1966.
Ther"e appears to be no further necessity for portions of Main Street and Broadway
Street, between "I" and "J" Streets, for present or future street purposes. Staff
recommend the vacation on the basis of the following Findings of Fact:

The extension of "F" Street, South of Rialto Avenue, is an integral part of the
Central City South Project. Extension of "F" Street will require approval of a new
public grade crossing over the Santa Fe Railway. Santa Fe has indicated that they
would consider approving the new public grade crossing, provided that a present
crossing(s) is closed. Main Street and Broadway Street are minor crossings and were
selected as possible candidates to be closed.

crossings be deferred until approval is received for the new "F" Street-crossing.

FOOTBALL TEAM
Mayor Wilcox presented the members of the San Ber-
nardino High School football team with certificates from
the City in honor of the team making the CIF Finals for
the first time in Hl5 years. (B)
PROTEST HEARING - STREET VACATION - PORTIONS
OF MAIN AND BROADWAY STREETS, BETWEEN "In AND
"J" STREETS - CONTINUED FROM OCTOBER 24, 1988
This is the time and place continued to for a pro-
test hearing concerning the vacation of portions of Main
and Broadway Streets, between "I" and nJ" Streets, which
contain AT&SF Railway crossings. (7)

In a memorandum dated January HI, 1989, City Engi-
neer Roger Hardgrave reported on alternate railroad
crossings in streets which might be more appropriate
candidates for closure than Main and Broadway Streets.
Mayor Wilcox opened the hearing.
City Engineer Hardgrave answered questions regarding
right-of-ways for neighboring properties and the possi-
bility of using loop streets.
The Mayor and Common Council discussed the 'pros and
cons of closing the two streets.
Ci ty Eng ineer Hardgrave stated tha t the AT&SF Rail-
way Company has objected to adding a grade crossing due
to their increased liability.
Carl Oldenkamp, owner of Allgood Shower Door Cor-
poration and property on both sides of the railroad
tracks in quest.ion, spoke against the street vacation.
If the street is vacated, his property will be land-
locked and it will not be advantageous for him to improve
the property.

City Engineer Hardgrave answered questions regarding
the Central City South Project and "F" Street as the
planned connection of the Central City and Inland Center
Malls. He stated that without the AT&SF Railway Com-
pany's concurrence, the Public Utilities Commission would
not concur with the closure of the grade crossing.
Council Member Pope-Ludlam made a motion, seconded
by Council Member Flores and unanimously carried, that
the matter be continued to May 1, 1989, in order for
Council Members Estrada and Flores to meet with the AT&SF
Railway Company concerning the street vacation.
PUBLIC HEARING- STREET CLOSURE - TIPPECANOE
AVENUE & MILL STREET - NORTON AIR FORCE BASE -
BOUNDARY OF BALLISTIC MISSILE OPERATIONS
COMPLEX - CONTINUED FROM DECEMBER 19, 1988
This is the time and place continued to for a public
hearing concerning the closure of Tippecanoe Avenue and
Mill Street at the boundaries of the Ballistic Missile
Operations Complex, Norton Air Force Base. (8)

In a memorandum dated January 19, 1989, City Engi-
neer Hardgrave provided a detailed traffic study which
concluded that the closure of these streets will not
have a significant impact upon traffic circulation in the
area.
Mayor Wilcox opened the hearing.
Discussion ensued regarding the possible retention
of the Ballistic Missile Operations Complex on the base
after the closure of Norton Air Force Base.
Bill Leonard, representing Inland Action, expressed
his belief that there is a good opportunity to retain the
base in San Bernardino.
Council Member Estrada made a motion, seconded by
Council Member Reilly and unanimously carried, that the
hearing be continued to February 29, 1989, for more in-
formation from the United States Air Force.
PUBLIC HEARING - REQUEST FOR TIME EXTENSION -
RECONSTRUCTION OF 5718 N. "0" STREET -
TED D. BAIR
This is the time and place set for a public hearing
concerning a request from Ted D. Bair, owner of property
located at 5718 North "0" Street, for an extension of
time for the reconstruction of his residence which was
destroyed in the Panorama Fire in November, 1984. (9)

PROTEST HEARING - PROPOSED STREET VACATION -
PORTIONS OF MAIN STREET AND BROADWAY STREET,
BETWEEN "I" AND "J" STREETS
In a memorandum dated September 39, 1988, Roger Hard-
grave, Director of Public Works/City Engineer, stated that
a request was received from the Redevelopment Agency to
vacate portions of Main Street and Broadway Street, be-
tween "I" and "J" Streets. On February 1, 1988, authori-
zation was given to proceed with the proposed vacation, .
and Plan No. 7422 was approved. (16)

In his memorandum, Mr. Hardgrave explained that the
extension of "F" Street, south of Rialto Avenue, is an
integral part of the Central City South Project, and will
require approval of a new public grade crossing over the
Santa Fe Railway. Santa Fe has indicated that they would

that a present crossing (s) is closed. Main Street and
Broadway are minor crossings and were selected as possible
candidates to be closed.
Council Member Flores stated that he had received
five telephone calls protesting the vacation.
Mayor Wilcox opened the hearing.
Stanley Lang of Lang's Empire Building Materials,
distributed maps of the area involved in the proposed
vacation. He stated he owns, leases and rents several
lots in the area, and has been in that location for about
25 years. The railroad track in that area is known as the
Redlands Loop, and is never used more than once a day. He
stated that an his materials are brought in by truck. He
explained that his business uses the street every day,
and if it were closed, they would have to use different
route which would require additional traveling. The vaca-
tion would impose a tremendous burden to his company and
customers.

Carl Oldenkamp, 1249 W. Edgemont, stated he owns
several parcels of real estate in the area of Third Street
and Broadway, and has been in that location since 1965. He
explained that large trucks are used to deliver materials
to his property and if the street were closed, the drivers
would have difficulty in having easy access to his prop-

erty. He stated that the street is used every day, and
the closure would cause a great inconvenience and in-
creased costs. He expressed his opposition to the pro-
posed vacation.
Dan Meyers, 982 West Second Street, protested the
proposed closure. He stated he is in the rehabilitation
busi'ness. He explained that Main Street is used two or
three times a day as the quickest access to the freeway to
reach various areas they must maintain. If this street is
closed off, the trucks would have use "J" Street, which
would increase the traffic in a residential area. He also
stated the proposed vacation would decrease property
values.
Laverne Zulch, stated she owns Lots 9, 19, 11, 12,
13, 16 and 33. She stated that closing off the street
would be imposing restrictions on her business as well as
other businesses in the area, as her lots 16, 12, 13 and
33 are locked in. She stated she was opposed to the pro-
posed closure.

Jean Conmery, 959 West Second Street, stated she
rents this property to a business which needs Main Street
open from both directions for trucks in order to operate.
If the street is closed, the business will be forced to
move elsewhere. She stated that the property was designed
for use with access to Second Street and Main Street, as
large trucks can't turn around and would have to back out.
Ms. Conmery stated that if Main street is closed, the
property value would drop.
Roger Hardgrave, Director of Public Works/City Engi-
neer, answered questions regarding a further study of the
proposed vacation, and explained that this closure had
been requested by the Redevelopment Agency in conjunction
with the Central City South Project.
Mr. Hardgrave stated that even though underground
easements would be granted for utilities, the railroad
could put up barricades to preclude traffic from crossing
the tracks.
Mr. Carl Oldenkamp stated that the railroad is used
much less than the streets proposed for vacation', and the
impact would be much greater on vehicular traffic than on
the railroad.

John Hoeger, Development Specialist, Redevelopment
Agency, agreed that a further study was a good idea. He
explained that these locations were identified by the

Public Utilities Commission as being unsafe, and as a
result, were chosen for consideration of closure. Abate-
ment of the unsafe conditions would be very expensive.
Council Member Estrada made a motion, seconded by
Council Member Reilly and unanimously carried, that the
proposed street vacation of portions of Main Street and
Broadway Street, between "I" and "J" Streets, be continued
to TUesday, January 17, 1989, in the council Chambers of
City Hall, 399 North "D" Street, San Bernardino, Cali-
fornia.

Council Member Reilly left the Council Meeting.

PROTEST HEARING -VACATION - PORTION OF MEYERS
ROAD - WEST OF LITTLE LEAGUE DRIVE
In a memorandum dated September 28, 1988, Roger Hard-
grave, Director of public Works/City Engineer, gave the
background of the proposed vacation of a portion of Meyers
Road, west of Little League Drive. He stated there ap-
pears to be no further necessity for that portion of
Meyers Road, either for present or future purposes. Mr.
Hardgrave set forth Findings of Fact to back up the staff
recommendation of approval of the vacation. (17)

Little League Drive, be continued to the afternoon ses-
sion. (See page 26)
