COUNCIL ACTION c STAFF REPORT o The proposed increases in the residential and commercial refuse collection fees have been recommended to offset the 75% increase in tipping (dumping) fees which was approved by the County Board of Supervisors effective,July 1, 1.989 as well as increased operational costs which are included in the proposed fiscal year 89-90 budget. These combined factors have contributed to a proposed Refuse Division budget increase of 31%. The tipping fee increase represents the largest element of the proposed budget increase. The Department of Public Services has budgeted $2,450,000 for County dumping charges for 'both the commercial and residential refuse sections which represents an increase of 89% or $1,150,000 over last year's budget. The tipping fees are a pass through payment to the County for the estimated 120,000 to 150,000 tons of trash which are projected to be dumped at County landfill sites next fiscal year. The other major budget increase includes garage charges which are up approximately $275,000 over last year as a result of increased maintenance and fuel costs related to operating the refuse truoks. A portion of the street sweepinqprogram ($294,000) is also included in the Refuse Division budget. The street sweeping program will be phased into the Refuse Division budget over the next 2 or 3 years as it is a sanitation activity and is consistent with the practice of other cities to consolidate this program under sanitation or refuse services as an element of this enterprise fund. As noted on the attached fund balance statement, the estimated revenues using the existinq refuse fee structure as a base will generate approximately $6,471,100 in fie,ca1 year 89-90. Estimated expenditures are $8,886,100. Assuming no refuse rate increase, the estimated deficit fund balance as of June 30, 1990 will be $2,505,000. . . The proposed refuse rate increases of $9.50 for sing1e~fami1y collection and $8.60 for single-family automated, refuse service collection as well as the multiple dwelling and mobile home park increase of 35% and the commercial rate increase of $.80 per cubic yard will collectively generate approximately $2,650,000 in additional revenue. This will offset the projected deficit fund balance 'of $2,505,000 assuming collection projections remain constant. It is therefore recommended that the Mayor and Council adopt the proposed refuse rate increases effective July 1, 1989. o - ~ o o It should also be noted that the Public Services Depa~tment in conjunction with the City Administ~ato~'sOffice is C. developinq a feasibility ~eport ~elatinq to implementation of a ~esidential cu~bside ~ecyclinq collection p~oq~am. The fees and charges set forth herein shall apply to refuse 8 collection services provided by the City. 9 SECTION 2. A minimum twenty-five dollar ($25.00) deposit shall be 10 required for each new comnercial refuse account. Said deposit must be paid 11 prior to the City COllIIIencing refuse collection service. This deposit shall be 12 retained by City and applied to any Cl05ill9 bill upon termination of service. 13 Any excess amount shall be refunded. o 14 SECTION 3. COllection and Disposal of Refuse - Single Family residences. 15 For collection and disposal of refuse the owner, or authorized agent, of any 16 single-family residential premises, or portions, thereof, located within the 17 territorial limits of the City of San Bernardino, shall pay the follawill9 fee: 18 $9.50 per month for regular curbside or alley service. 19 $8.60 per month for one (1) time per week autc;lllated refuse service plus 20 $7.00 per month for each additional ninety (90) gallon automated container 21 requested. City is to provide each residence with one (1) ninety (90) gallon 22 container for automated collection only. Request(s), for additional 10 I 23 container(s) must have approval of property owner. Service is to be 24 implemented for approximately 8,000 sill9le-family dwellings and will be in five 25 (5) sections throughout the territorial limits of the City of San Bernardino 26 which are on file in the Department of Public Services. 'P SECTION 4. COllection and Disposal of Refuse - Multiple Dwellings, For collection and disposal of refuse the owner, or 28 . Collection and Disposal of Refuse utilizing COIlPaCtion-type containers with a capacity 3 - 8 cubic yards. COllection and Disposal of refuse utilizing ~ction-type 10 containers and COIl1lIE!rcial drop-bodies. 11 (a) When the service performed by the City is the collection 12 and disposal of refuse placed for collection in City-approved cOl1'paction-type 13 containers or commercial drop-bodies, having a capacity of lq, 15, 20, 30, or o 14 40 cubic yards, the fee for each time of collection shall be as listed below. 15 A monthly rental fee shall be charged for the use of City-owned containers and 16 shall be in addition to the collection and disposal fee. . mNTHLY RENTAL FEE $40.00 $55.00 $70.00 o 24 (b) In the event the City is required to pay a tipping charge for weight 25 in excess of the above tonnage schedule, that charge shall be a debt of the 26 customer baaed on a tipping fee at the rate of eighteen dollars and fifty cents 27 ($18.50) per ton and shall. be added to the base fee due the Ci t:y . 28 (c) Removal of tires shall be at the rate of fifty-one dollars ($51.00) -4- .dU o o o 1 per ton Disposal Fee plus forty dollars ($40.00) Service Charge. 2 SECTION 9. The Director of Public Services, upon request, may provide for 3 the special collection and removal of refuse from any place or premi$es at any 4 time, in addition to or beyond the regular collection service schedule, or in a 5 manner different from normal collection practice and procedures. The rate for 6 any such special service shall be fifty dollars ($50.00) per hour with a 7 minimum charge of twelve dollars and fifty cents ($12.50). 8 SECTION 10. All fees and charges set forth in this resolution shall be 9 collected monthly. 10 SECTION 11. Any service for the collection and disposal of refuse as set 11 forth in this resolution may be discontinued by the Director of Public Services 12 if any fees or charges, as levied herein, are not paid within ninety (90) days 13 from the date of said assessment is billed. o 14 SECTION 12. The Mayor and COrrmon Council may eXeIlpt from the fee 15 provisions and charges of this resolution certain nonprofit events in the 16 public interest. The eXellption shall be subject to any conditions imposed by 17 the Director of Public Services. .18 SECTION 13. The Director of Public Services may provide collection and 19 disposal service without charge in emergency situations and when, in the 20 opinion of the Director, such action is necessary to correct fire hazards, or 21 other conditions which present an imminent threat to health and safety. 22 SECTION 14. STERLING Director April 19, 1989 TO ALL MEMBERS OF THE SOLID WASTE ADVISORY COUNCIL In order to have refuse disposal fees and land use fees become effective with the new fiscal year, i.e., July I, 1989, the Board of Supervisors must hold a series of public meetings on a rigorous time schedule. (Please see attached Time Schedule.) The Solid Waste Advisory Council, as the appropriate reviewing body, must consider the proposed fees and make a recommendation to the BOllrd, prior to final Board action. To accomplish this task a special meeting of the SWAC is being called for May 3, 1989, at 11:15 a.m. At this meeting the only agenda items will be the report by the Fiscal Subcommittee and action on a recommendation to the Board. o . The Fiscal Subcommittee, composed of representatives from each special area of the County and from business and industry, has met and discussed the Price Waterhouse report in a public meeting where all concerned Cities were notified and invited to attend and comment. JUlian, City Administrator FROM: SUBJECT: Refuse Increase for Residential and Commercial Refuse Collection DATE: June 19, 1989 COPIES: ------------------------------------------------------------- At this morning's session, during the discussion of the increase in refuse collection and disposal rates, three several aspects of the overall problem were discussed: The following is a partial listing of some of the subjects discussed, which will hopefully assist you in your consideration of the two rate-increase resolutions before you. Workshoo - There appeared to be a consensus that the Ways and Means Committee should conduct a Workshop on the overall subject of refuse collection and disposal. The Workshop should be comprehensive and go beyond the year-to-year difficulties in meeting increased costs, complying with new environmental edicts, acceptance of new County charges, etc. Senior Citizens Rate Interest was expressed in the possibility of a "Senior Citizen Rate" (which would naturally be related to age, income level, place of domicile, etc. and other criteria which might have to be developed). Such funds as may be subtracted from the total revenues required to operate the service would eventually translate themselves into an absorbtion by other users or from grants from other resources. The total dollar amount is not known at this time and the adoption of a Seniors' rate at this time would be premature. Contributions From Other Sources The Refuse Fund was established as an independent, self-sustaining fund, based on the service provided. There appears to be no reason why monies from other sources could not be transferred in to supplement the fees collected. As to whether specific bond fund proceeds could be utilized would depend on the covenants and conditions of the respective bonds. The Refuse Fund, at present, pays money into the General Fund for a number of services provided by the City and this does not appear to be a likely source. Recvclinq - Recycling is not only an environmentally sound ~g- ~ - INTEROFFICE_MEMO~DUM: Refuse Increase for Collection June 19, 1989 Page 2 8906-1906 () Residential and Commercial Refuse approach to refuse disposal, it also relieves the County Landfills of the necessity for accepting the recycled material. Recycling costs money (rather than producing a major profit). Its principal asset is that it saves landfill space and reduces the cost of handling the refuse at the landfills and purchasing (engineering, etc.) new sites. It would not be economically feasible for any city in San Bernardino County, which utilizes County-operated landfills, to attempt recycling on its own. The County Board of Supervisors could mandate recycling as a condition to utilizing the dumps. All cities would then be in an equal position and could adjust their operations accordingly. Resolutions Before You At This Time Because of time constraints (and the fact that the County will start charging the $18.50 per ton fee July 1st), there appears to be no alternative but to adopt one of the resolutions and begin collecting as soon as possible. Every billing day which goes by means that much lost revenue which must be ultimately made up.
