Speed Zone on Piedmont Drive June 12, 1989 Jim Penman~ File No. l3.IR2~ Reading File --------------------------------------------------------------- This item was continued to the Council meeting of 6-19-89, in order to allow another engineering study to be conducted. The purpose of this second study was to determine if speeds have decreased, as a result of the yellow centerline stripe that has recently been applied. The original study was conducted on 2-28-89 and 3-1-89. In accordance with the directive by the Mayor and Council, a second study was conducted on 6-8-89. This study consisted of measuring the speed of about 100 vehicles at three locations on Piedmont Drive, and calculating the 85 percentile speed. This is the speed at which 85% of the drivers will be in compliance with. W/O La praix Avenue 38.0 40.1 35.0 36.7 39.5 34.0 While the above data indicates that the speeds have decreased slightly, a 35 m.p.h. speed zone is still indicated as J)eing proper. During the Council Meeting the question was asked why piedmont Drive does not meet the criteria for a prima facie 25 m.p.h. speed limit. Section 40801 of the California Vehicle Code set forth three conditions that a local street must meet to satisfy _I o o o o o MARSHALL JULIAN Speed Zone - piedmont Drive June 12, 1989 Page - 2 - the criteria for a prima facie speed limit. One of these three, is that the roadway width must not be more than 40 feet. The curb separation on Piedmont Drive is 44 feet, which disqualifies it from meeting these criteria. Two residents appeared at the Council meeting and requested that the speed limit be set at 25 m.p.h. It should be noted that establishment of a 25 m.p.h. speed limit would place 91% to 97% of the drivers in violation. We that 35 m.p.h. speed zone be approved. Due to the fact that Piedmont Drive does not meet the California Vehicle Code criteria for a Prima-Facie 25 mile per hour speed limit, a traffic engineering study was conducted to develop a recommended speed zone. . The study determined that the critical speed on Piedmont Drive is between 35 and 40 miles per hour. Based on the data developed by the study, we recommend that a 35 mile per hour speed limit be established on Piedmont Drive between Palm Avenue and Seine Avenue. . , This recommendation was presented to the Traffic Safety Advisory Committee at their March 8, 1989, mEleting. The Com- mittee approved the recommendation to establish a 35 mile per hour speed zone on Piedmont Drive, between Palm Avenue and Seine Avenue. o In order for the Police Department to utilize radar to enforce a speed limit, it must be set in aCcordance with an engineering study. Establishing a 35 m.p.h. speed limit will satisfy this criteria, and allow radar to be used, which is the only effective enforcement method. We recommend that the 35 m.p.h. speed limit be established, in order to allow for effective enforcement of speeding drivers. <:) 4-28-89 .... .....M. o ~." Section 10.52.020 of the San Bernardino 7 Municipal Code is amended to read: 8 In accordance with and pursuant to the authority of 9 Sections 22357, 22358, and 22360, of the California Vehicle Code, 10 the Mayor and Common Council do hereby determine and declare, 11 upon the basis of an Engineering and Traffic Investigation, that 12 the Prima Facie Speed Limit of thirty-five miles per hour shall 13 be established on the following streets or portions thereof in 14 the City: 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Arrowhead Avenue: between Seventh Street and Highland Avenue. "D" Street: between Sixth Street and Twenty-Eighth Street. "E" Street: between Tenth Street and Thirtieth Street. Eucalyptus Avenue: between Mill Street and Rialto Avenue.
