ADJOURNED REGULAR MEETING
Kay 18, 1989
2:00 p.m.
The Community Development Commission/Redevelopment Agency meeting was
called to order at 2:00 p.m., on Kay 18, 1989, in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California, by Chairman
Evlyn Wilcox.
ROLL CALL
Roll Call was taken with the following being present:
Wilcox, Kembers Esther Estrada, Jack Reilly, Jess Flores,
Tom Minor, Valerie Pope-Ludlam, Norine Miller.

STAFF PRESENT
Steven H. Dukett, Executive Director; J. Lorraine Velarde, Manager,
Administrative Services; Dennis A. Barlow, Senior Assistant City Attorney;
Doris Reese, Deputy City Clerk; Margie Vance, Recording Secretary.

1. Request to approve Agreements and a staffing plan prerequisite to
Deve10paent of the Norton Economic Expansion Plan.
A discussion ensued.
Mr. Steven H. Dukett, Executive Director addressed the Commission and
provided an overview of the staff report.
Commissioner Estrada explained why she thought it appropriate to approve
the actions recommended in the staff report.
Commissioner Estrada made a motion, seconded by Commissioner Minor to,
continue this item to 5:00 p.m. in the afternoon, or as soon as the matter
could be heard.
The motion carried by the following vote:
Flores, Maudsley, Kinor, Pope-Ludlam, Miller.
Absent: None.
Ayes: Kembers Estrada, Reilly,
Noes: None. Abstain: None.

RECESSED MEETING
At 2:35 p.m. The Community Development Commission/Redevelopment Agency
recessed until 5:00 p.m. in the afternoon, or as soon as the matter could be
heard.
MEETING RECONVENED
At 5:15 p.m., The Community Development Commission/Redevelopment Agency
meeting was called to order by Commissioner Esther Estrada.
ROLL CALL
Roll Call was taken with the following being present: Members Esther
Estrada, Jack Reilly, Jess Flores, Michael Mauds1ey, Tom Minor, Valerie
Pope-Ludlam, Norine Miller.
STAFF PRESENT
James F. Penman, City Attorney; Doris Reese, Deputy, City Clerk.
A discussion ensued.
Commissioner Flores made a motion, seconded by Commissioner Miller, to
refer this item to the Redevelopment Committee for further review.
The motion carried by the following vote: Ayes: Members Estrada, Reilly,
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None.
Absent: None.
2. Adjournment
Commissioner Mauds1ey made a motion, seconded by Commissioner Minor, to
adjourn the meeting to Monday, June 5, 1989 at 11:00 a.m., in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
The motion carried by the follOwing vote:
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller.
Absent: None.
Ayes: Members Estrada, Reilly,
Noes: None. Abstain: None.
