REQUEST TO REDUCE PURCHASE PRICE OF KELLOGG LIBRARY ELIJAH SINGLETARY The Committee, after considerable discussion, continued the item to February 27. Mr. Single- tary was advised that he could return to the Committee or not. He is to be advised by the Finance Director of the up- to-date amount owed. The total amount must be paid by March 20, 1989 or the building will revert to the city. 2. STREET SWEEPING SURVEY - Item continued. The Com- mittee received a report projecting an amount of $2,204,320 to provide parking enforcement for 1,100 curb miles of sweeping in the City. The Committee found this unacceptable and requested a report (1) identifying residential and problem curb miles only - not all city miles - and a new cost estimate; and (2) outlining a plan tied to code enforcement that would establish areas and schedules for sweeping and provide a method of educating the public - a cleanup San Bernardino campaign. This report is to be brought back to the Committee on March 27, 1989. 3. REPORT FROM FINANCE DIRECTOR RELATIVE TO CULTURAL FEES - Item continued. The Committee received and filed the attached report. The City Attorney's office will provide an opinion to the Committee on February 27 regarding the use of these funds for the speaker system in Sturges Auditorium. J. ,If'.' "'" __ -...I 4. MID-YEAR BUDGET REVIEW - The Committee received and filed the report which will be presented to the full Council on February 20. The Committee requested a full report on Fiscalini Field - spirit Baseball Club revenues, expenditures and future capital improvements showing costs to the City. GREEN, DIRECTOR OF FINANCE SUBJECT: ARTS FUNDING ANALYSIS DATE: February 2, 1989 COPIES: JIM ROBBINS ------------------------------------------------------------- At the meeting of January 23, I was directed by Estrada to prepare a report on the City's program. The City's first budget containing Arts Funding program was fiscal year 1983/84. was funded by the General Fund. In 1986/87 the Cultural Development fee was created as a funding mechanism for the Arts program. Since creating the fee the City has collected $547,056.11. The Arts Funding program has been allocated $825,000 from fiscal year 1983/84 through fiscal year 1988/89 through the normal budgetary process. There had been no attempt made through the normal budgetary process to match the anticipated revenues generated by the Cultural Development fee to the budget allocation for the Arts Funding program. Counc il woman Arts Funding the combined The program The reports received by Thelma Press showing the remaining balance of the Arts Funding program were calculated based upon budgeted allocation levels not cultural development fees collected. If this procedure should be changed please let me know so that the budget process can be. modified. I have attached a chronological report of the activity of the Arts Funding program using the assumption that all cultural development fee revenue collected should have been applied to the Arts Funding program instead of the amount actually allocated through the budget process. Based upon this assumption the Arts Funding program has $141,452.39 available as of December 31, 1988.
