LUNCHEON WORKSHOP
BOARD OF BUILDING COMMISSIONERS
Call to order at l2:30 p.m., by Mayor Wilcox in the MIC.
ROLL CALL
Roll Call was taken by Deputy City Clerk Reese with the following
being present: Mayor Wilcox; Council Members Estrada, Reilly,
Flores, Maudsley, Minor, Pope-Ludlam; Deputy City Attorney Wilson,
Deputy City Clerk Reese, Acting City Administrator Robbins.
Absent: Council Member Miller.
Also present: Richard Bennecke, Executive Assistant to the
Mayor; Phil Arvizo, Executive Assistant to the Council; Deputy
City Attorney Pat Zimmerman; Deputy City Administrator Richardson;
Don Hesterly, Code Compliance Supervisor; Mark Young, Sr. Code
Compliance Officer; Board of Building Commissioners: Ben Gonzales,
Bill Ponder, Warren Miller, Ed Heil.
A. Code Enforcement Procedures
Don Hesterly, Code Compliance Supervisor, explained that the
procedures followed by the Building & Safety Dept. are always
the same in each case.
Mark Young, Code Compliance Officer, gave a slide presentation
showing all the forms used and procedures followed from the time
a complaint is received on property until it goes to the Board
of Building Commissioners. This process may take as long as three
months because of the various steps that are required.
Mr. Young answered questions regarding the pool of contractors
used for the board-up of vacant buildings. The only requirements
for being in the pool are having a general contractor's license,
a business license and workmen's compensation insurance.
A discussion ensued regarding the removal of abandoned vehicles
from property.
Deputy City Attorney Wilson stated it is difficult to remove
such vehicles because of the long list of requirements to
accomplish this.

Deputy City Attorney Zimmerman~rious methods the City could
use in getting reimbursed by landowners for costs incurred by
the City in abatement proceedings.
D. Weed Abatement procedures
ESTRADA LEFT AT 1:24 p.m.
A discussion ensued regarding weed abatement procedures. It was
pointed out that the process is very different from the hazard
abatement process and causes problems in ~
Council Member Maudsley made a motion, seconded by COU~Cil Member
Minor and unanimously carried, that the issue of weed abatement
procedures be referred to the Legislative Review Committee.
ADJOURNMENT
At 1:33 p.m., Council Member Minor made a motion, seconded by
Council Member Flores and unanimously carried, that the workshop
be adjourned to 2:00 p.m., in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, CA.
