STAFF REPORT
Hafif Properties and the County of San Bernardino Environ-
mental Health Department have requested that Tentative Tract
13944 be authorized to connect to the City's sewer system.
This project, a 20 unit single family housing development is
located on 42nd Street between 3rd Avenue and .F. street,
outside the corporate limits of the City of San Bernardino
(Map of project area attached). This project is not adjacent
to the current city boundaries. .
The County of San Bernardino Environmental Health Department
has delayed approval of this project with the County Planning
Commission, to pursue this project connecting to the City's
sewer system in lieu of septic tanks. Their primary Objec-
tive is to protect the groundwater in this area from degrada-
tion from septic tanks and other discharges that could
negatively impact groundwater quality.
The request for sewer service was presented to the Board of
Water Commissioners at their regular meting held on November
1, 1988. The Board of Water Commissioners unanimously voted
to refer the request for outside City sewer service to the
Mayor and Common Council without recommendation.

RECOMMENDATIONS TO THE MAYOR AND COMMON COUNCIL
RELATING TO OUTSIDE CITY SEWER SERVICE

That a report be prepared to determine current and future sewer capacity
at the Wastewater Treatment Plant for allocation to property outside
the corporate boundaries of the Cities of San Bernardino and Loma
Linda, and the area annexed to the East Valley Water District. The
boundaries shall be the project service area by the year 2000 set
forth in the City of San Bernardino Wastewater Facilities Plan Project
Report of 1980.

Upon completion of the report the Board of Water Commissioners conduct
a hearing for the purpose of determining the area in which sewer capacity
will be allocated.
(9 Upon conclusion of the hearing, a resolution of detailed findings
of fact be adopted establishing the areas in which capacity will be
allocated from the present and future facilities at the Wastewater
Treatment Plant.
4. Approve the application for sewer service for Hafiff Properties but
hold all future requests until adoption of a program to allocate sewer
capacity.
