STAFF REPORT
The proposed resolution supports the revisions to the
design of the Route 30/330 Interchange to a full freeway to
freeway. Direct access to Pacific Street will not be provided
under the new design.
In response. to a request by the Mayor and Council,
Cal trans conducted a study of the operational characteristics
of the Arden Avenue Interchange. This study indicated that the
interchange would not function in a satisfactory manner.
Caltrans is proposing to revise the design to provide
addi tional lanes. However, their studies indicate that the
revised interchange will operate at an acceptable level of
service for 10 - 15 years.
When the Arden Avenue Interchange becomes impacted, a
new interchange will need to be built, most likely at Central
Avenue. This interchange cannot be shown on the amended
freeway agreement as a future facility, until it has received
environmental clearance. Holding up amending the freeway
agreement until this clearance is received would delay the
freeway project. Caltrans recommends waiting until the Arden
Avenue Interchange becomes overloaded and then submitting a
proposal to the California Transportation Commission that the
new Central Avenue Interchange be included in the State Trans-
portation Improvement Plan (STIP). Caltrans is preparing a
Memorandum of Understanding that they will initiate a project
for construction of the Central Avenue Interchange when needed
for traffic operations.

BE IT" RESOLVED BY THE MAYOR l\ND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The City of San Bernardino supports the
revision to the design of the Route 30/330 Interchange to a full
8 freeway to freeway facility, with the elimination of direct
9 access to Pacific Street.
SECTION 2.
The City of San Bernardino supports the
11 revisions to the design of the Arden Avenue interchange at Route
12 30 to upgrade the traffic capacity.

SECTION 3. The need for an interchange on Central Avenue
14 at Route 30, in about 10 years, has been identified by Caltrans'
15 studies, and will be addressed when warranted by traffic volumes

as a separate project initiated at that time.
