Recommended Motion:
a) Authorize Community Development Commission staff to prepare and
finalize the appropriate documentation required for submittal of a
Federal Enterprise Zone Application.
b) Authorize the Mayor to execute said application.

On December 28, 1988, staff's research IndIcated that the CIty of San
BernardIno appeared to be technIcally elIgIble for the Federal EnterprIse Zone
program. The program Is descrIbed on the attached Local/State FundIng
Report. The submIssIon process requIres that the CIty submIt the applIcation
to the U.S;Department of Housing and Urban Development (HUD) by January 17,
1989. It Is .Important to note, however, that HUD requIres all applIcants to
fIrst obtaIn the concurrence of their respectIve States prIor to applyIng. In
CalIfornIa, the Department of Commerce (DOC) Is handling thIs functIon. The
DOC has asked that all local jurisdIctIons seekIng a Federal Enterprise Zone
submIt their applIcatIons to them by January 6, 1989. The DOC wIll
subsequently obtaIn theIr Director's sIgnature on the applIcatIons and file
them, on behalf of the applIcant jurIsdIctIons, wIth HUD by the January 17,
1989.
Basically, the proposed EnterprIse Zone wIll be a contiguous area of at least
4,000 populatIon that best meets HUD demographIc requIrements (I.e. poverty,
low-to-moderate-Income and unemployment levels). Parts of the exIstIng City
Enterprise Zone as well as other adjacent areas wIll undoubtedly be Included
In the Federal Zone applIcatIon. The local course of action will be those
Incentives already offered by the CIty.
To meet the tenuous applIcation submissIon tIme schedule, a task force
consisting of staff and consultants has been formed. He are thus convinced
that It Is feasIble to prepare, finalize and file a competitive applicatIon on
time. It Is, therefore, recommended that CommIssIon staff be authorIzed to
~~ take all necessary steps to accomplish this and that the Mayor be authorized
~ to sign the applIcatIon.
