Agenda Item No ~!J- {, - - CITY OF SAN BERNODINO - REQUEST F(~ COUNCIL ACTION STAFF REPORT - In the attached letter dated December 15, 1988, Senator Ruben Ayala requested Mayor Wilcox to send a resolution supporting the reclassification of the I-IO Freeway between Etiwanda Avenue in Fontana to Ford Street in Redlands to "Landscape Corridor" status. This reclassification will allow Caltrans to beautify the interstate and prevent destruction of existing trees and vegitation. The Senator and Ken Steele, Director of Caltrans, are meeting on January 20, 1989, with the California Transportation Commission (CTC) to request this change. It is essential that Senator Ayala receive the resolution before January 19, 1989. The January meeting with the CTC resulted from recent talks with an Ad Hoc Committee composed of Senator Ayala, Mayor Wilcox, and officials from other cities contigeous to the I-IO corridor, who were concerned with the proliferation of billboards, destruction of eucalyptus trees and the disregard for the aesthetics along this interstate. Through their efforts an agreement between Caltrans and the Billboard Industry calling for the destruction of over 200 ecua~tus trees and the addition of more billboards was prevlnted. AYALA SENATOR CHAIRMAN AC"'ICUL TURE ANC .....ATER RESOURCES COMMITTEE December 15, 1988 The Honorable Evlyn Wilcox, Mayor and Council Members 300 North "D" Street San Bernardino, CA 92418 Dear Evlyn: - As 1 am sure you are aware, meetings have been held regarding the preservation of the trees along the 1-10 corridor. As a result of our December 14th meeting, Cal Trans District Engineer, Ken Steele, and 1 have agreed to appear before the California Transportation Commission with our request that the 1-10 freeway corridor from Etiwanda Blvd. to Ford Street, Redlands, be re-classified as a "Landscape Corridor". Some years ago, this corridor had the "Landscape Corridor" designation, however, Cal Trans found that this corridor failed to meet their designation criteria and, therefore, changed it. Even now the corridor does not meet their ~riteria. However, 1 sincerely believe that Mr. Steele and 1 can convince the commission to re-classify it back to "Landscape Corridor" if we are armed with a letter or resolution of support in principle of our proposal with your indication of willingness to meet with Cal Trans representatives to bring about a mutually agreeable ~lan. I am further recommending that the Cities and County along the corridor have their planning representatives meet and discuss their sign ordinances as it pertains to the corridor and, hopefully, agree to a uniform ordinance in this regard, enabling Cal Trans to more readily implement the ordinance.
