Synopsis of Previous Council action:
Previous Council Action: In a previous election, the Council ordered the
placement of a public service message regarding smoke detectors in the
voter's pamphlet.
Recommended motion:
That the City Clerk be instructed to include the Communicator
menu in English and Spanish in the voter's pamphlet.

Many cities and counties include public service messages on blank pages
within the voter's pamphlet. The City of San Bernardino has done this
one time and that was a public service message on the need to install smoke
alarms.
San Bernardino Community Against Drugs, Inc., has requested that their
menu for the Communicator be included in our pamphlet for March 7, 1989.
The menu could be "shot" by our elections printer in English and Spanish
and placed on a blank page in the pamphlet. It would cost the City $1800
to send this information to 69,000 registered voters.

San Bernardino Community Against Drugs, Inc. received
a grant from General Telephone Company for a "communicator".
This "communicator" is a computerized telephone system that
has 130 taped messages on subjects dealing with the education
of drugs and alcohol. This device enables anyone using a
touch tone phone to hear taped information, 24 hours a day,
on topics such as "PCP", "Side Effects of Marijuana",
"Alcoholism: A Family Crisis", "Teen-age Suicide", and many,
many more. The communicator is widely used and receives
approximately 150 calls per day.Enclosed is a sample of the
menu which gives the selection of tapes available to the
caller.
San Bernardino Community Against Drugs, Inc. is re-
questing the Mayor and Common Council to include this menu in
the voters pamphlet for the upcoming March elections. This
menu has not received formal distribution. By placing it in
the voters pamphlet, the information would reach 69,000
registered voters within the City of San Bernardino.
