Backl!round: On September 11, 2000, Southern California Edison (SCE) announced that it is offering an Light Emitting Diode (LED) Traffic Signal Rebate Program to cities throughout Southern California on a "first come-first served" basis. The program encourages the retrofit of incandescent traffic signal lamps with the more energy efficient LED lamps to significantly reduce traffic signal utility demands and costs to the City. On September 28, 2000, Public Works staff was successful in obtaining an approved LED Traffic Signal Rebate Reservation Request for $918,720.00 to retrofit approximately 8,000 bulbs with LED units at 258 traffic signals and pedestrian flashers throughout the City. This is the 2nd largest grant of all applicants within the SCE service region. The estimated installation (labor) costs and sales tax totaling $408,200 will be the responsibility (local match) of the City. In addition, the LED lamp retrofit project must be completed by June 1, 2001 to receive the full rebate entitlement. Should the project not be completed by June 1, the material costs will only be 50% reimbursed through this program thereby increasing the payback period from 1.5 years to 3-4 years using current utility rates. Staff also estimates that 15% of the traffic signal heads and pedestrian heads are obsolete and need to be replaced to accommodate the new LED units. Time is of the essence, if we are to meet the deadline for full funding since certain contractors and suppliers may be overwhelmed by the heavy regional demand associated with this program. The conditions associated with the LED Rebate Program stipulate that SCE will provide incentive rebates per installed unit (lamp) based on the actual cost of the materials only. The incentive amount paid will be the invoiced amount for the LED lamps, not to exceed the posted incentive amount. The lamps purchased must adhere to the specified power demand range. The annual energy cost savings is estimated to be about $270,000 based on current utility rates. The actual savings could be higher if electrical rates are increased (Exhibit B). The payback period for the local match requirements realized by the cost savings of the program would be about 1.5 years based on current utility rates. . CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Staff has calculated the estimated cost associated with this project as follows: LED materials (100% rebate) Sales Tax on LED purchased materials Installation Labor (Contract) Replacement of obsolete signal and pedestrian heads to accommodate LED Engineering, Inspection & Contingencies $918,720 71,200 78,000 138,000 121,000 Grand Total $1,326,920 Once bids are received, staff will bring forward a recommendation to Council for award of contract and establish the budget necessary to provide for the pass-through of contract payments as well as the local match and additional staff costs. It should also be noted that although this evolution to LED traffic signal bulbs is beginning to occur everywhere, there will be a difference in the brightness level people are accustomed to with existing bulbs (somewhat brighter when directly in front of the signals and less bright when viewed from an angle). Financial Impact: Staff has estimated the total project cost to be $1,326,920. Of this amount, $918,720 will be funded through the Southern California Edison "LED Traffic Signal Rebate Program," leaving approximately $408,200 for the City to fund. Once bids are received and analyzed, staff will recommend a budget amendment reflecting the total project cost of approximately $1,326,920, the rebate revenue of $918,720 and the short-term financing of the $408,200 through either a California Energy Commission loan or through an internal loan from the Sewer Construction Fund. Payback of the loan over a period of 1.5 years will be funded from the estimated $270,000 annually in energy savings expected to be achieved as a result of this project (based on current utility rates). Since this project is related to utility functions, it will be charged to the Utility Fund, account number 631-332-5504-7218. Nonprofit organizations may be required to secure the loan through sufficient assets, a deed of trust, certificate of deposit, or other means as determined by the Energy Commission. Repayment Terms The repayment schedule is based on the annual projected energy cost savings from the aggregated project (s), using energy costs and operating schedules at the time of loan approval. In some cases, the loan repayment schedule can be extended up to II years. Applicants will be billed twice a year after the projects are completed. How Will Funds Be Disbursed? The funds are available on a reimbursement basis. Receipts or invoices for expenses incurred must be submitted with each reimbursement request. In some cases, purchase orders for equipment or sevices may be accepted in lieu of actual receipts. The final 10 percent of the funds will be retained until the project is completed. Interest is charged on the unpaid principal computed from the date of each disbursement to the borrower. In our continuing efforts to maintain our competi- tiveness in the healthcare industry, we completed a lighting system retrofit project last year. The project helped reduce our electrical expenditures, improved lighting levels, lowered air conditioning load and kept us abreast of modern lighting technologies. The California Energy Commission:S funding enabled us to install these timely and cost-effective measures. This project reduced our annual operating costs by $40,000 while providing a brighter and more pleas- ant environment for out patients, visitors and staff. E. M. Goebel. We are commit- ted to proactively managing and conserving our water and energy resources for the benefit of the growers we serve. This expansion will not only help us in that endeavor, but will also ultimately provide the basis for achieving greater on-farm efficiencies. Dale Brogan General Manager Delano-Earlimartlrrigation District We were interested in replacing our red traffic sig- nallamps with those using light emitting diodes (LEDs). However, we needed a funding source that was quick and easy in order for us to take advan- tage of the utility rebates. The Energy Commission loan met these requirements and we were able to get a loan in place quickly and get the projects in- stalled in a very short time. Our LEDs are now in- stalled and we are saving an estimated $24.000 annually on electricity. We will have the entire project paid back in iess than four years. Emmell Creason Traffic Technician City of Novato We first received an Energy Commission loan to install energy-saving lighting and controls for our heating and air conditioning system at the high school. After the projects were installed and we saw the drop in our utility bills, we decided to get addi- tionalloans to install similar projects in our remain- ing schools. These projects have eliminated wasted energy and provided a better learning environment for our students and teachers. These projects have benefited the district in several ways. First the district has saved an esti- mated $38.000 per year in reduced energy costs. Second. the installations have resulted in the creation of a district-wide Energy Awareness Program which instills the energy efficiency ethic to our students - our future energy consumers and decision-makers. We have not experienced visibility problem with them · All LED, especially the newer ones, have met the rigorous testing, specifications and approval of Caltrans, as well as the Institute of Transportation Engineers (ITE) · During the past five years, I have personally observed many cities converting their signals to red LED. Among those cities are: San Diego, Chula Vista, National City, many of Orange County cities, Los Angeles, Caltrans ramps (including our freeways), City of Fontana, etc. · I have spoken with the traffic engineer of Fontana. He indicated that his city has been using them for several years, and now they are planning to achieve a 100% retrofit. He has seen no problems associated with their usage. · Ron Blymiller has indicated to me recently that he observed the newly approved green LED at the 1-10 ramps at Sierra Avenue (Fontana) · Regarding the direct sunlight, I believe the LED heads should not be any different from conventional heads. If anything, they should be more visible due to their superior luminance and clarity.
