STAFF REPORT
Bids for this project were opened, for the third time, on
1-31-89.
A total of three bids were received, ranging from
$18,727.71 to $30,940.00. However, a bid bond was not included
with the low bid as required by the special provisions. This
failure to comply with the contract requirements rendered this
bid invalid.
The second low bid of $26,544.98 is 11.5% over the
Engineer's Estimate of $23,800.00. Supplemental funds were,
therefore, needed in the amount of $15,000. The transfer of
these funds was approved at the Council meeting of 3-20-89.
A resolution awarding a contract to the second low bidder
was presented at the Council meeting of 4-03-89. This item was
continued, due to the inordinate high cost per square foot, and
staff directed to explore additional options.
After discussing the construction of this storage
building with Annie Ramos and Wayne Overstreet, it was agreed
that an application would be submitted to the California
Conservation Corps for this project to be done as a training
project. Supervision of the project will be provided by the
Public Buildings Division.
,Listed below is an estimate for construction of this
storage building by the California Conservation Corps. Engi-
neering and supervision costs will be financed from the Community
Development funds allocated for this project. Also, materials
will be purchased with these funds.

An amount of $20,000 has been allocated under Account No.
121-544-57557, for the storage building. Supplemental funds, in
the amount of $15,000, were later provided, for a total
allocation of $35,000.
We recommend that all bids be rejected, and authorization
granted to submit an application to the California Conservation
Corps to construct the storage building as a training project.
