In order to ke roject cost within the avail- able funding level, certain amenities were not included in the plans and specifications. One of these was the restroom/conces- ion/bait and tackle shop, in the northeast corner of the lake, as shown on the attached map. Water and electrical service will be installed to the site of the proposed building under the current conract. Sewer is available from an earlier phase. It has been proposed that restroom vided as a part of the present project. P an approximate 625 square foot restroom bu A building to provide restrooms/concession/bait and tackle facilities would be about 1,440 square feet, at a pre- liminary cost of $180,000. In addition, it has been recommended that electrical service be provided along the sidewalk through the picnic area, as shown on the attached map. Two Meyer service pedestals would be installed, with a capacity of 300 amps each. The preliminary estimated cost of providing this electrical service is $30 Funds have not been budgeted to finance the cost of these additions to the project. However, funds could be identified in the 1989/90 Budget. A possible funding source for the additional improvements would be the approximate balance of $400,000 for Patton Park North. The preparation of plans would be paid from the Nunez Park Development in the estimated amount of $5,375. Plans would need to be prepared by the Engineering Div- isionpersonnel f(n the restroom building. These plans would have to be completed before a firm price quote could be secured from the Contractor. The project plans would need to be revised by Engineering Division personnel to show the added electrical service. ~ Upon receipt of approval, in principle, of adding the restroom building and electrical service to the project, we will proceed to prepare the plans and negotiate a change order with the Contractor. Preparation of a revision to the plans, for installation of the additional electrical, is estimated to take 3 days, at a cost of $775. It is estimated that preparation of plans for the restroom building will require about 5 weeks, and cost $4,600. 4-05-89 CI~ OF SAN BERNARDI~ - REQU~T FOR COUNCIL ACWON STAFF REPORT Page 2 of 2 If the combination restroom/concession/bait and tackle building is selected, the time for plan preparation will be 6 weeks, at a cost of $7,600. Staff does not recommend this alternative because of difficulties experienced in securing and retaining a concessionaire for the main snack bar. Removal of Architectural Barriers in Wildwood Park. 3. Expansion of Nunez Park Improvements. The preliminary estimated cost for a contract change order to add the electrical service and restroom building to the project is $108,000. Of this amount, $30,000 is for the electrical service and $78,000 for the restroom building. The unit cost for the restroom building is about $125.00 per foot. 'rhis cost is higher than normal due to the extensive plumbing and need to provide vandal resistant fixtures. The cost for this change order is 5.4% of the low bid price. There are other similar buildings in the contract, which can be used as a guideline in negotiating a price with the Con- tractor. It would be cheaper to have these improvements done by the current Contractor as a part of the larger project, instead of by a separate contract later, with the necessity to protect and replace improvements. These items were not included in the original contract documents, due to insufficient funds.
