The detailed study, a copy of which is attached for reference, confirms the conclusion of the preliminary study that the closure of these streets will not have a significant impact upon traffic circulation in the area. However, the new study identifies some traffic control measures that will be needed to be installed to direct motorists. The estimated cost of these measures is $15,000.00. It is proposed that funds be allocated from the Traffi c Systems Fee to fi nance thi s cost. . . The report by the Commi ttee on Base Closures was rel eased after the Traffi c StudY was prepared. There are references in the study to the by-pass to be constructed with funds secured from Congress. In view of the proposed transfer of units from !'lorton, it is highly unlikely that any funds will be provided. Access to Norton wi 11 sti 11 be provided, wi th the temporary closure. event that operation of Norton is assumed by a civilian entity, these to be re-opened to public traffic. City Traffic Engineer Date: December 29. 1988 - -- - - ,<,........ ,--.., :J , -" ........ -- PROPOSED PROJECT This project proposes to temporarily close Mill Street and Ti.ppecanoe Avenue. adjacent to the USAF Ballistic Missile (BMO), located at the Southwest corner of the Mill Street/Ti ppecanoe Avenue intersection. The purpose of the closure is to enable Norton Air Force Base to improve security be incorporating the BMO into its boundaries and exercising control at all of the access points. Therefore. when the closure is accomplished, the affected portions of Mill Street and Tippeca.noe Avenue will come under operational control of Norton Air Force Base. Since only authorized personnel or visitors with permit passes are allowed to enter the premises through the guard house. all other vehicles will be turned back. Analysis: In order of determining the impact of the proposed project to the traffic circulation of the area, the following analysis was made: a. Existing Circulation: The existing and distribution were collected traffic counts (Exhibit "A"). traffic volume from existing b. Existin Throu h Traffic Excludin NAFB Traffic: Norton s 1C volume was substracted rom the total street traffic resulting in only through traffic utilizing the Mill and Tippecanoe intersection (Exhibit "B"). The analysis indicates that while 6000 daily trips (3000 in each direction) are currently through traffic. more than 2/3 of the total traffi c on Ti ppecanoe. and 1/2 of traffic on Mill Street are oriented to and from Norton's facilities. . c. Projected Circulation After Closure: Exhibit "C" shows the effect of the proposed closure to the traffic circulation. The analysis indicates that the existing 6000 daily through trips will most likely be di verted to the following path: . 1. 2000 trips will be diverted through Valley View and Gifford Avenue to Central. and then to Tippecanoe. 2. From the 4000 trips that originate through Waterman Avenue. 2000 will utilize Central to Tippecanoe, while the remaining 2000 will ~1/iO/89 - . ... ., - - - ,.- '" . .....''''"'' :) '- "'" -- 1 i ke1y use Waterman and the 1-10 Freeway as an alternate route. Project Impact: Althouih the proposed closure of Mill and Tippecanoe will result in divertini the existini through traffic into alternate paths, no si gni fi cant adverse impact was detected from the analysis. . All affected streets are currently operating under their capacity, and will continue to do so after adding the diverted traffic. Consistency With Long Range Circulation Plan: The City is currently seeking to adopt a new North/South arterial in the new Circulation Element of the General Plan to connect Tri-City Corporate Center with Lena Road at Mill Street. Thi s new arterial could provide direct alternate North/South connection between Third Street and the 1-10 Freeway that would compensate for the existing discontinuation of Tippecanoe due to Norton's presence. Recommendation: Wi th the understandi ng that the proposed project wi 11 consi st of the temporary closure of Mi 11 and Ti ppecanoe i ntersecti on (unt i 1 'funds are secured from the Congress to construct a by-pass for through traffic), the following traffic control measures are recommended to mitigate the impacts: a. Provide guide signs on Lena and Central to closure. Mill Street, Tippecanoe. inform motorists of the b. Improve Tippecanoe at Central Avenue to provide protected left turn pocket for Northbound traffic. (Traffic signals will be installed with the forthcoming improvements by NAFB). c. The intersection of Mill and Lena will continue to functi on wi th the current stop control unti 1 such time when the permanent closure goes into effect. Then, this intersection will be modified to provide a fourth leg on the South side to connect with Gifford Avenue half way between Mill and Central or the new North/South arterial. Waterman and Central to accommodate the new demand. e. Gifford and Valley View Streets appear to be in resonable condition for the amount of light traffic they are expected to carry. ',", '''''""\ -/ -" . \"",.. - 'CITY OF SAN Bl!RNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Page 1 of 2 Some years ago, the U.S. Air Force purchased the old Aerospace Building, on the southwest corner of Tippecanoe Avenue and Mill Street, to house their Ballistic Missile Operations (BMO) . The Air Force inquired of the City, if it would be possible for Tippecanoe Avenue and Mill Street, adjacent to the> BMO; to be vacated. This request was based upon the desire for the BMO complex to be included wi thin. Norton Air Force Ba se perimeter. Inclusion of the BMO complex within the base would improve security for this sensitive facility. After reviewing this request, it was determined that these streets could be vacated, contingent upon an adequate by- pass being constructed for through traffic. Several alternates for a by-pass were prepared. by a local civil engineering firm. There was a general concensus that the one incorporating Central Avenue, Gifford Avenue, and construction of a new street from the terminus of Gifford Avenue to the intersection of Mill Street and . Lena Road, was the best alternate. A map of this alternate is attached for reference. An analysis of traffic volumes in the area, and how they would be affected by the closure of these streets, has been conducted by the Traffic Engineering Section. This analysis indicates that the other existing streets would operate at an acceptable level of service with the adjustments in current traffic' volumes due to the closure of these streets. However, the by-pass for through traffic would be needed for future traffic volumes. The Air Force and Inland Action have been going to Washington, D.C., for the past several years to request funds to construct the by-pass. While they have not been successful, the prospects appear good. Vacation proceedings will be initiated after the funds are secured to permanently close these portions of Tippecanoe Avenue and Mill Street. There are some private properties on the west side of Tippecanoe Avenue, between Central Avenue and BMO, and on the south side of Mill Street, between Lena Road and BMO. Notices of the public hearing were mailed to these property owners. Also, the City Clerk published a block notice of the public hearing in a newspaper of general circulation. Authority for a temporary street closure is granted by Section 21101 (a) of the California Vehicle Code, providing the legislative body, in their opinion, finds that the street is no longer needed for vehicular traffic. 11-18-88 75.0264 .. .. --. - - '-' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Page 2 of 2 Closure of these streets will enable the highly classified BMO complex to be included in the Nortpn Air Force Base security perimeter. Enclosure of this complex will enhance health and safety of the employees and visitors in the BMO com- plex by reducing the possibility of terrorist activities. Norton Air Force Base will close these streets just after the first of the 1989 year, by installing guard gates to limit access to base personnel and authorized visitors. There will be no expenditure of City funds to close these streets. However, we may determine that some signs to direct through traffic are needed.
