STAFF REPORT
On 12-13-88, this office received a request from Rod Placencia, Project
Director for Fairway Commerce Center, to change the name of South "0" Street,
South of Century, and North of Mac Kay Drive, to Fairway Court; and Mac Kay
Drive, between South "E" Street and South "0" Street, to Fairway Drive.
On 03-13-89, the Real Property Section of the Public Works Department was
authorized and directed to proceed with an investigation of the proposed name
change.
On 04-03-89, City Departments were notified of the proposed name change, and
given an opportunity to comment on the proposal. No concerns were expressed
by the vari ous departments.
The Real Property Section has received one phone call (04-24-89, followed by
the a ttached letter) to protest the South "0" Street change of name to
Fairway Court. The reasons for the protest are the high cost of changing
stationery and other printed materials, appearance of a lack of stability
(i.e. "moved their offices"), loss of referral sources, and the implication
of leisure time rather than serious business. The protester plans to attend
the 05-15-89 Council Meeting to air his views. The owner of the office
buildings located at 423 and 431 Mac Kay Drive, and 1585 S. "0" Street,
wrote a letter (04-20-89, see attached) protesting any change in the names of
the two streets. ICC Enterprises will be advising their tenants to write
letters protesting the proposed name changes, and ICC plans to attend the 05-
15-89 Council Meeting to present their views.
Staff does not recommend the changing of "0" Street for several reason: 1)
Although it is separated from "0" Street North of Century, it does line up
with the Northerly portion, and it is a logical Southerly extension of "0"
Street; 2) it is the first major street to the East of "E" Street; and 3)
the Ci ty is al ready burdened with mul ti pl e street names for streets whi ch
logically align.
Staff does not have major objections to the changing of Mac Kay Drive to
Fa i rway Drive, but we do have a concern wi th the "offset" of the proposed new
Fairway Drive to the Southerly Fairway Drive which connects with "E" Street
from the West.
If, in spite of the protests and concerns, the name change(s) take(s) effect,
an effective date of January I, 1990 is recommended to help alleviate some of
the tenant resistance, and to help the tenants use up the stationery they
have purchased using the old street names ("0" Street or Mac Kay Drive). .
Staff therefore recommends approval of Mac Kay Drive to Fairway Drive,
effective January I, 1990, but recommends denial of the change from South "0"
Street to Fairway Court.

SOUTH "0" STREET
Dear Mr. Hardgrave:
As the new owner effective October 18, 1988 of the
office buildings located at 423 and 431 MacKay Drive and 1585
S. "D" Street, it seems appropriate that we should have been
advised of the above-mentioned proposed street name changes.
It was through one of our tenants that we received the
information.
upon reviewing your letter dated April 17, 1989, we are
curious as to whom has requested these names changes
considering there are no ties on either street with the golf
course or the golfing industry. We see no advantage to the
proposed name changes. Such changes would be very costly to
our tenants considering all the printed materials that they
maintain.
A response to the background of this development would
be greatly appreciated prior to the presentation of the
Resolution before the Mayor and Common Council on May 15. Is
this meeting an open meeting whereby the public or those
directly affected by such a decision may attend?
Your immediate response to these questions will be
greatly appreciated.

Dear Mr. Hardgrave and Mr. Nadeau:
I am in receipt of your letter dated April 17, 1989, File Number
15.01A-38 proposing a change in the name of South "0" Street to
Fairway Court. I have several very strong concerns about this
name change.
The first concern is, of course, cost. Vocational Exploration
Services has eight offices in the Southern California, area.
There are more than forty professional staff whose business cards
reflect the addresses of all eight offices. In addition, company
letterhead, informational materials, and inter-office
correspondence contain a listing of all eight addresses. Any
printing change is extremely expensive not just for our office
but for the company as a whole.
A second concern is our business competition. A great number of
vocational rehabilitation counselling companies in the San
Bernardino area are located on "0" Street. We located our office
on "0" Street in order to be identified with this other group of
professionals. Changing the name of the street to Fairway Court
would cause us to lose this identification and oould affect our
referral sources.
Since our referral sources rely basically on written information,
any change of address would appear to indicate we had moved.
Stability is very important in our business and even the
appearance of having moved could, again, affect our referral
sources.

A fourth concern is that the name Fairway Court implies leisure
time and relaxation rather than the serious business in which we
are involved.
Your letter indicates that The City of San Bernardino has
received a request to change the name of South "D" Street to
Fa i rway Court. However, I have been informed by the owners of
our building, ICC Enterprises, that they were not even aware such
a request has been made. I am therefore unclear as to who made
the request and whom the request would benefit. Changing the
name from South "D" Street to Fairway Court would have a very
definite negative impact upon Vocational Exploration Services.
In add i tion to the excessive cost of changing all the business
stationery, our future referrals could be drastically affected.
I am therefore requesting that you present to the San Bernardino
City Council our objection to the name change and our
recommendation that the name of the street be left as South "D"
Street.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF SAN BERNARDINO CHANGING THE NAME OF MAC
KAY DRIVE BETWEEN SOUTH "E" STREET AND SOUTH "D" STREET, TO FAIRWAY DRIVE,
WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN BERNARDINO, WITH AN EFFECTIVE
DATE OF JANUARY I, 1990.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION ONE: That the name of Mac Kay Drive be, and the same is
hereby changed to read Fairway Drive, with an effective date of January I,
1990.
SECTION TWO: The City Clerk of the City of San Bernardino shall cause
a certified copy of this Resolution to be recorded in the office of the
County Recorder of the County of San Bernardino.
