RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND
DIRECTING THE EXECUTION OF A COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDING AGREEMENT BETWEEN THE CITY OF SAN BERNAROINO AND YOUNG
WOMEN'S CHRISTIAN ASSOCIATION (YWCA).
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the city of San Bernardino is
hereby authorized ,and directed to execute, on behalf of the
city, an agreement for community Development Block Grant funding
with Young Women's Christian Association (YWCA), a copy of which
agreement is annexed hereto as Exhibit "1", and is incorporated
n herein by reference as though fully set forth at length. The
12 agreement provides for the granting of community Development
13 Block Grant funds in the following amount of $14,352.00.

Dear Mr. Henderson:
As I informed you in our telephone conversation the other
day, the YWCA once again finds itself in an emergency
situation. You know that the old County Agricultural
Building has had no integral heating and cooling system
since 1983, when the original boiler system became defunct.
At that time, in order to provide heating and cooling with
no outlay of capital funds, we entered into a lease agree-
ment with Cogeneration Power Company, and a cogeneration
plant was installed. While it never worked satisfactorily
or efficiently, it did enable us to continue operations.
Bowever, Cogeneration Power Company has failed financially,
and sought protection under a Chapter Seven' bankruptcy.
Since that time, no maintenance has been performed, and
an electrical short in the~er generator caused a fire
which damaged the plant and effectively put it out of
operation. This fire occurred in October.
Because of the bankruptcy, we were unable to have the
equipment repaired. It seems that Cogeneration Power did
not own any of the equipment they were leasing to us. I
was informed personally by the trustee of the bankruptcy
court that the firm had no assets. We did determine the
owner of the engine, but were not able to find out who owned
the balance of the plant. It has never been repaired, as
the insurance company must have authority from the owners.
We have been without heat Dr air conditioning for over
three months, and have been exploring every possible option.
Arrowhead United Way gave us some heat pumps 'and upf10w
gas furnaces which had been donated to them, and we tried
to find ways to use them. However, modifying this equipment
to our use would have been so labor-intensive that it would
cost more than installing new equipment.

W~ have no funds available for any kind of capital improvement, and
are in a dire situation with the child care facility, Teddy Bear
Tym~s, since definite temperatures are mandated by the state. The
center is managing by using portable heaters, but we are all aware
that this is a stop-gap measure that must soon cease, in order to
avoid closure of the center.
The City and County have already allocated nearly $60,000 in
Community Development Block Grant funds to the YWCA for the purpose
of renovating our pool. Until the destruction of the cogeneration
plant, this pool renovation was our number one priority. At the
n'onlent, the pool is closed and must remain so until those renova-
tions are completed.
~'e are still most anxious to have our pool renovated, but at the
moment the renovation has moved to a second place priority, with
the ~nstallation of a heating and cooling system becoming our number
one priority.
The Roard of Directors Nould like to request that the CDBG funds that
have already been approved by the County be changed to permit the
funds to be used to install a heating and cooling system. We have a
hid (or nearly $28,000, just for the Teddy Bear Tymes portion of the
huilding. We estimate the cost for the entire building would probably
be a bit more that double that amount, or approximately $58,000 to
$60,000. ,
If this request is granted, we plan to drain the pool, and install
the necessary monitoring system for determining ground water levels.
We will also determine what other steps would be needed to keep the
pool empty until funds can be found for the renovation. Now that we
,,'i 11 be owning the building, we hope that we may find some foundation
grants that will cover such capital improvements. In the meantime,
we hope to work out an arrangement with the YMCA to use their pool
for some swim programs.
If it is not possible to make such a change as we request in the use
of the CDBG funds, we would certainly wish to retain the grant and
proc~ed as quickly as possible with the pool renovation.
Once a hid has been granted for the heating and cooling contract,
at least four weeks will be required to order and install the equip.
ment. So, as you can see, time is of the essence if we are to keep
Teddy near Tymes open, and our new programs in place.
