That the Director of Public Works/City Engineer and the City Clerk are authori zed to proceed with the proposed vacation of the 2 East/West alleys, between Massachusetts Avenue and Garner Ayenue, one being North of 15th Street and South of Evans Street, and the other bel ng South of 16th Street and North of Evans Street. 2. Agenda Item No ~ 4fi - CloQ OF SAN BERNARDCO - REQUOT FOR COUNCIL AC',)ON STAFF REPORT A request was received on April 13. 1989. from Councilwoman Valerie Pope-Ludlam. to vacate the two East/West alleys lying between Massachusetts Avenue and Garner Avenue. one being South of Evans Street and North of 15th Street and the other being South of 16th Street and North of Evans Street. As this is a City initiated procedure. the usual vacation fee of $400.00 will be waived. Ms. Pope-Ludlam states that several residents have concerns about the many encroachments into the alleys. The encroachments block access to the alleys. Further. the accumulation of trash and debris has encouraged the proliferation of rats and other vermin. As the "alleys" are unusable as such. they serve only as liabilities to the City. It would be to the City's benefit to vacate both alleys. If Authorization to Proceed is granted, all adjoi ni ng property owners will be advised of the proposed vacation as a matter of course in our normal vacation procedure.
