Approved Date PROBLEM The San Bernardino City Employee Recognition Program was initiated by the Mayor and Council to recognize achievements and outstanding work performance of City employees and to: (A) Publ icize the achievements and actions of individual . employees (B) Stress unity of the City work force Presently there is no long term recognition of the periodic winners, nor the Employee of the Year. RECOMMENDATION The Selection Conunittee recommends creation of a City of San Bernardino Employee Recognition Program display. This display would be temporall'ily housed in the lobby of City Hall. Following completion of proposed refurbishing of the lobby and side room, the permanent installation of the display would be located 1"ithin this area. . FlNDINGS The Employee Recognition Program Selection Committee upon review of the program, felt a permanent display, which recognizes those persons selected as Employee of the Year, be proviaed. A number of proposals were submitted and .selected was the attached drawing as best meeting the needs for recognition... . Photographs of the Employee of the Year, within the five categories, would be displayed along with appropriate name and department identification. Additionally, on a quarterly basis, those employees selected would also have their photograph displayed and identification noted as above. There would also be room for a historical record (ten years) for those persons who received the Employee of the Year Award. . Construction would be of oak with brass lettering and name plates. The photographs would be of portrait quality and in color. .. The construction of the display will be handled by Public Buildings.Gil Hall, Building Maintenance Supervisor, will be the project contact person.. PubliciZe the achievements and actions of individual employees b. Stress unity of the City work force RESPONSIBILITIES: (1) Each Department/Division will: a. Provide information to their employees on the nature of the program and establish procedures and criteria for departmental selection b. Accomplish periodic reviews department employees for award and arrange for presentation departmental level and selects of that period, of award at the c. Employees selected by the department will receive one (1) full 8 hour equivalent working ~ay off with pay and receive departmental recognition and publi- city within the department. Departments with 15 or less employees may select only one employee per category per year and make that selection during any nomination period. Each department will then nominate those selected employees on approved form to the City Selection .Committee through the Personnel Department for consideration of a City-wide award. The city Selection Committee will evaluate the nominations and select one employee in each category for that nomination period to receive a $100 cash award and recognition of service by the Mayor and Council. ' . In December of each year, the Selection Committee will re-evaluate the periodic winners for that year, and select an "Employee of the Year" in each category. Each employee will receive a $250 cash award and a day off with pay. Presentation of the award will be made by the Mayor and Council. AWARD CATEGORIES (1) Management/Confidential employee (per Resolution 10584) of the Period: for employees performing professional staff work. (2) Mid-Management Employee (per Resol~tion 10584) of the Period: for employees whose primary duty is the direction and coordina-tion of the work of others. . (3) Clerical Employee of the Period: for employees performing office and clerical duties. (4) General Employee of the Period: performing hands-on duties of technical or skilled nature. for employees a laboring, (5) Safety Employee of the Period: for Police & Fire Safety employees. '- ,,<" ", Employee Recognition Program -- Procedures 3 ELIGIBILITY CRITERIA: (1) Must have been a full-time regular City emp~oyee for a minimum of one year at the close of the per1od. (2) Can only win once in any 24 month period. (3) Elected officials and City Administrator are not eligible. ,( 4) Department Heads may be nominated by the Mayor or City Administrator under the Administrative category, and may be recognized for outstanding service but will not be eligible for cash or time off awards. NOMINATION PERIODS There will be 3 periods a year during which nominations may be made: January 1 - ,April 16 July 16 April 15 July 15 October 15 I Nominations received by the Personnel Department will be considered for award in that respective period. "City'Employee of the Year" in each category will be evaluated by the selection committee from all city-wide periodic award winners in December of each year. SELECTION COMMITTEE: (1) Committee will be comprised of 1 member of the Council, Mayor or designated representative, City Administrator or designated representative, and two at-large members selected by the Mayor (cQuld be department heads, Commission members, or private citizens). (2) city Selection Committee may consider for city- wide award: internal (a) Performance at than normally classification. a significantly higher level expected of the employee's (b) Rendering a particular generally included in function. skill or talent not the employee's job (c) Performance in an outstanding and courageous manner, "above and beyond the call of duty", during a serious emergency situation. Consideration should be assigned to the consequences which would have resulted if the act had not been performed. (d) Making substantial contribution to. San Bernardino which shall enhance the .prestige of the public service and City government. .
