REQUEST FOR COUNCIL ACTION
STAFF REPORT
On Friday, May 30, 1989, the City Attorney raised a legal issue to the Mayor
regarding incompatibility of office caused by the current functional organi-
zation of the Civil Service and Personnel Departments. The Mayor requested
that the Chief Examiner and Personnel Director develop a mutual plan to correct
the incompatibility issue. The issue was then brought to the Mayor and Common
Council in Closed Session on April 3, 1989 and was referred to the Council
Personnel Committee. The Council Personnel Committee on April 6, 1989 heard
the matter and voted to recommend the establishment of the Civil Service Depart-
ment with staffing agreed by Chief Examiner and Director of Personnel. There
are no new personnel as three employees and necessary account monies will be
transferred from the existing Personnel Department budget.
