STAFF REPORT
Bids for furnishing and installing non-illuminated
signs, in the five-level parking structure, were opened at 2:00
p.m. on Tuesday, 3-28-89.
A total of two bids were received, in the amounts of
$19,550.10 and $22,710.00.
On 5-2-88, the Redevelopment Agency was authorized to
reimburse the City up to $60,000 for painting, signing and
striping the five-level parking structure. An additional
$40,000 was authorized on 9-19-88.
As of 6-30-88, an amount of $66,436.41 had been charged,
under Work Order No. 1493, for painting the structure.
The unit prices were not filled in on the low bid. The
low bidder has since furnished a completed Bid Schedule with the
unit prices filled. This omission has been discussed with the
City Attorney's office, who have advised that this constitutes a
minor irregularity that can be waived.
We recommend that a contract be awarded to the low
bidder.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONT~CT TO QUIEL BROTHERS SIGN COMPANY, INC. FOR FURNISHING AND
INSTALL1NG NON-ILLUMINATED SIGNS FOR THE FIVE-LEVEL PARKING
STRUCTURE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
Quiel Brothers Sign Company, Inc. is the
7 lowest responsible bidder for: Furnishing and installing non-
8 illuminated signs for the five-level parking structure, in
9 accordance with Plan No. 7452-A, for the total amount of
10 $19,550.10, and a contract is awarded to said bidder accordingly,
11 but such award shall be effective only upon the contract being
12 fully executed by the parties; all other bids therefor.8- ~e
13 hereby rejected; and the Mayor is hereby authorized and directed
14 to execute said contract on behalf of the City; a copy of the
15 contract is attached hereto, marked Exhibit "A" and incorporated
16 herein by reference as fully as though set forth at length.

SECTION 2. This contract and any amendment or modi fica-
18 tions thereto shall not take effect or become. operative until
.19 fully signed and executed by the parties and no party shall be
20 obligated hereunder until the time of such full execution. No
