BACKGROUND The Department of Homeland Security designated the City of San Bernardino as a high- threat urban area, meaning that the City of San Bernardino can compete with other regions for DHS funds earmarked for the Urban Area Security Initiative. UASI funds address the unique multi-discipline planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas, and help them prevent, protect against, respond to and recover from acts of terrorism. Although the primary thrust was directed towards acts of terrorism, the benefits are applicable to other types of incidents within the all-hazard spectrum. The City of San Bernardino is a member of the newly formed Riverside Area UASI in cooperation with the cities of Riverside and Ontario. The Riverside UASI is one of six California UASI's which includes: Tier 1: Bay Area Los Angeles-Long Beach Tier IL• Anaheim-Santa Ana Sacramento San Diego Riverside Since January 21, 2008, City of San Bernardino Fire and Police Departments have participated in an accelerated process to develop the grant application for 2008.
