STAFF REPORT
Subject:
Authorization to establish temporary angled public parking on "H" Street between College Dri\'e
and Huff Street.
Background:
Chaparral Motorsports is located on the east side of"H" Street, south of Mill Street and has parking
south of its main building and a separate lot between the freeway and "H" Street. Caltrans acquired the
separate parking lot for the 1-215 widening project and anticipates removal of it in early Mayas work
on the freeway moves into that area. Chaparral Motorsports acquired a remnant strip of land on the
west side of"H" Street to replace some of the parking that was lost and staff is working with them to
develop a design for this replacement parking. However, the replacement parking cannot be installed
until such time as Caltrans finishes freeway work in the general area.
The loss of parking and the roadway closures associated with the freeway work are severely impacting
Chaparral Motorsports. As a temporary measure to help mitigate the loss of parking, Development
Services staff agreed to recommend the installation of temporary angled parking within the paved
portion of"H" Street between the south side of Huff Street and the north side of College Drive. If
approved, the angled parking will be in place until a permanent solution is developed and the 1-215
work along "H" Street is completed. Chaparral Motorsports will develop a detailed plan upon approval
of the request. At this time it has not been determined if angled parking will go on both sides of the
street, but a minimum of 24 feet clear will be maintained to provide emergency access as well as access
to the parking and pass through traffic. Traffic Engineering staff will review the proposed plan to
ensure that signs and pavement markings are installed properly.
At the April 7, 2008 Mayor and Common Council meeting, the vacation of Crescent Avenue between
Huff Street and College Drive was approved. That vacation becomes final when Chaparral Motorsports
completes some roadway improvements and the City records the vacation documents. Chaparral
Motorsports and City staff have agreed that the final vacation will be deferred until a permanent
parking solution has been determined. Crescent Avenue will continue to function as a local street
during the interim.
Financial Impact:
There will be no financial impact to the City. If the proposed action is approved, Chaparral
Motorsports will paint the parking stalls under an encroachment permit to be issued by the
Development Services Department.
Recommendation:
Authorize the temporary establishment of diagonal parking on "H" Street between College Drive and
Huff Street.
