Subject:
Authorization to establish a 4-way stop at the intersection of Rialto Avenue and Meridian
Avenue.
Background:
The Traffic Engineering Section of the Development Services Department has evaluated the
intersection of Rialto Avenue and Meridian Avenue to determine the need for a traffic signal.
Currently, the intersection is controlled by a 2-way stop for north and southbound traffic on
Meridian Avenue. Traffic volumes on Rialto Avenue can, at times, make it difficult to cross or
enter from Meridian A venue. At the conclusion of the evaluation, it was determined the warrants
for a traffic signal were met. Staff recommends installation of a 4-way stop at this location until a
traffic signal can be designed and installed. This action is consistent with the California Manual on
Uniform Traffic Control Devices, which allows the installation of multi-way stop controls as an
interim measure until a traffic signal is constructed.
Staff, therefore, recommends that the attached Resolution be approved for establishing a 4-way stop
at the intersection of Rialto A venue and Meridian Avenue as an interim measure until a traffic
signal is installed.

\,..... The attached Resolution has been updated to reflect current field conditions, including stop signs
that were approved under other resolutions.
Financial Impact:
The estimated cost of $2,000 for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
ESTABLISHING A FOUR-WAY STOP AT THE INTERSECTION OF RIALTO
AVENUE AND MERIDIAN A VENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (14.5)
RIAL TO AVENUE to read as follows:
"(14.5) RIALTO AVENUE
(A) From and including Eucalyptus Avenue to Tippecanoe Avenue.
(B) At its Intersection with Eucalyptus Avenue (4-Way Stop).
(C) At its intersection with Meridian Avenue (4-way stop).
(D) At its intersection with Allen Street.
(E) At its intersection with Lena Road."
SECTION 2: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (9.7)
MERIDIAN A VENUE to read as follows:
"(9.7) MERIDIAN AVENUE
(A) From and including Randall Avenue to and including Birch Street
(B) At its intersection with Randall Avenue (4-Way Stop).
(C) At its intersection with Poplar Street (3-Way Stop).
(D) At its intersection with Birch Street (3- W ay Stop).
(E) From and including Rialto Avenue to and induding ~inth Street.
(F) At its intersection with Rialto Avenue (4-Way Stop).
(G) At its intersection with Sixth Street (4-Way Stop).
(H) At its intersection with Etiwanda Avenue (4-Way Stop)."
