SvnoDsis of Previous Commission/Council/Committee Action(s):
On October 29 1991, the Housing Committee considered this matter and
recommended to the Community Development Commission approval of a
request from Racquet Club Village Apartments for assistance in the
amount of $400,000 from the Low and Moderate Housing Fund for the
rehabilitation of the apartment units.
On November 4, 1991, the Community Development Commission approved
financial assistance to Racquet Club Village Apartments in the amount
of $400,000 from its Low and Moderate Income Housing Fund to
facilitate the rehabilitation of apartments, directed Agency Counsel
to prepare a loan agreement and authorized the Chairman and Secretary
to execute said agreement when completed.

On October 29, 1991, the Housing Committee considered this matter and
unanimously recommended to the Community Development Commission approval
of the subject request for financial assistance.
Subsequently, on November 4, 1991, the Community Development Commission
approved financial assistance to Racquet Club Village Apartments in the
amount of $400,000 from its Low and Moderate Income Housing Fund to
facilitate the rehabilitation of this ninety-two (92) unit apartment
project, directed Agency Counsel to prepare a loan agreement and
authorized the Chairman and Secretary to execute said agreement when
completed.
Since the Department wishes to use monies in its Low and Moderate Income
Housing Fund to rehabilitate Racquet Club Village Apartments, a project
which is located outside of the boundaries of a redevelopment project
area, pursuant to Section 33334.2(g) of the Health and Safety Code of the
State of California, the Department is requesting the consent of the
Mayor and Common Council to determine that the such funds will be of use
to the redevelopment project area and to the residents, both within the
Project Area and within the City generally. The benefit of this
rehabilitation project will be the addition of ninety-two (92) units to
the low and moderate income hOUSing stock.
Based upon the foregoing, staff recommends adoption of the attached
Resolution.

11 the City generally, that the Agency assist in Using moneys in its
12 Low and Moderate Income Housing Fund attributable to the Project
13 Area to tund the rehabilitation ot a ninety-two (92) unit low ancl
14 moderate income residential apartment buildill9 generally located
15 at 2085 North Central Avenue ("the Project"); and

WHEREAS, the Project is to be undertaken in a

19 Area, will allow qreater utilization ot the existing low ancl
20 moderate income housing stock available within the city ancl, as
21 such, will provide a residential base to low and moderate income

25 WHEREAS, the undertaking ot the Project will assist in
26 alleviatill9 low and moderate income housing needs within the City

SECTION 3. The provision of moneys froa the
Agency's Low and Moderate Income Housing Fund attributable to the
Project Area will improve housing opportunities for low and
moderate income households within the City generally which will
in turn help alleviate housing need and eliminate blight within
such Project Area and other areas of the city.

of the State of California (the "Act"); and
WHEREAS, the City and the Commission have previously
approved and adopted the Redevelopment Plan for the State Colleqe
Redevelopment Project (the "State Colleqe Redevelopment Plan");
and
WHEREAS, pursuant to Section 33334.2(q) of the Act, the
Aqency lIaY, with the consent of the Mayor and COlllllon Council of
the City (the "council"), use moneya in ita Low and Moderate

3 Council detel'lline that the use of such fund. will be of benefit
4 to the redevelopment project area and such detel'llination by the

7 WHEREAS, it is in the interest. of the present
8 landowner. within the project area subject to the state Colleqe
9 Redevelop.ent Plan (hereinafter referred to a. the "Project
10 Area") and the residents, both within the Project Area and within
11 the City qenerally, that the Aqency assist in usinq money. in it.
12 Low and Moderate Income Housinq Fund attributable to the Project
13 Area to fund the rehabilitation of a ninety-two (92) unit low and
14 moderate inco_ residential apartment buildinq qenerally located
15 at 2085 North Central Avenue ("the Project"); and

17 WHEREAS, the Project i. to be undertaken in a
18 neiqhborhood which, althouqh is some distance frOll the Project
19 Area, will allow qreater utilization of the existinq low and
20 moderate income housinq stock available within the City and, a.
21 such, will provide a residential base to low and moderate income
22 f_ilies who aay rely on the Project Area for -ployaent
23 opportunities and the provision of services; and

WHEREAS, the undertakinq of the Project will assist in

26 alleviatinq low and moderate income housinq need. within the City
'};1 qenerally and thereby will alleviate housinq need within the
28 Project Area to the extent the Project Area i. unable to provide

1 adequate low and .oderate income housing and this will in turn
2 ensure the health, safety and weltare of residents and occupants
3 of the Project Area; and

10 WHEREAS, it is appropriate at this ti.e for the Aqency
11 to make certain findinqs and deterainations and take certain
12 action with respect to the undertakinq of the Project.

WHEREAS, in order to proaote the City'S health, safety
and weltare, it is important that the Project be tinanced in
order to ensure the orderly develop.ent of the Project Area and
neiqhborinq areas; and

14 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION
15 ACTING ON BEHALP or THE REDEVELOPMENT AGENCY or THE CITY or
16 SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
17 FOLLOWS:

19 Section 1. The Recitals hereinabove are true and
20 correct and are incorporated herein by thia reference.

22 Section 2. The Aqency approves the use by the
23 Aqency of moneys from its Low and Moderate Income Housinq Fund
24 attributable to the Project Area to be used for the
25 rehabilitation of the Project which Project will be of bene tit to
26 such Project Area and other neiqhborhoods within the City for the
27 reasons set forth in the Recitals hereinabove. The Aqency
28 further finds and deteraines that no other reasonable means of

to the City and that the City and the Aqency require the us. of
revenues qenerated froa the Project Area in order to fund the

Project Area will improve housinq opportunities for low and
moderate incoae household. in the City qenerally which will in
turn help alleviate housinq need and eliminate bliqht within such
Project Area and other areas of the City.
