Reduction and Recycling Plan and Household
Hazardous Waste Management Element.

Synopsis of Previous Council action:
1) 5/6/91 Workshop briefing Council on the scope of the Plan and Element.
2) 10/7/91 First State-Required public hearing for citizen input was held.
3) 12/2/91 Second required public hearing was to be held. Plan and Element
was expected to be adopted. However, meeting was tabled as consultant
(EMCON) was unable to meet deadline.
Recommended motion:
That the second State required public hearing relative to the Source
Reduction & Recycling Plan & Household Hazardous Waste Management Element
be set for March 2. 1992, at 10:00 a.m.

STAFF REPORT
On October 7, 1991, Council opened the first of two state-required
public hearings. The hearing was then "continued" until
December 2, 1991 for the second required public hearing. The
hearings are for the public to comment on the City's Solid Waste
Source Reduction and Recycling Plan, along with the Household
Hazardous Waste Element. The October 7th meeting gave the public
the opportunity to comment on our draft Plan and Element, which had
been available for the required 30 day's review.
The final version of the Plan and Element was expected from the
consultant by November 1 in order to be available for the 30 day's
review prior to the second public hearing on December 2. However,
the consultant, EMCON, notified us they would be unable to maintain
our mutually agreed-upon deadline in publishing the final version
of the Plan and Element. Mayor and Council tabled the second
public hearing and adoption of the final version Plan and Draft
until the final documents could be prepared and the CEQA process
completed.
The final Plan and Element will be published for Council and 30-day
public review on February 1, 1992. Therefore, the Department of
Public Services requests Mayor and Council to set the second, and
final, public hearing for March 2, 1992.
