At the request of the department, appropriate specifications were prepared, published and furnished to area suppliers. Bids were publicly opened and declared on October 24, 1991. The following is a summary of bids received. COMPANY TOTAL BID (INCLUDING TAX) $47,410.00 $47,920.74 $48,975.61 each (total $97,951.22) 1. Case Power Equipment 2. Whiteny Machinery Co. 3. Bengal Equipment Co. Thirteen (13) bidders of this commodity were solicited with ten (10) no bids and three (3) valid bids received. The using department chose to purchase the two (2) backhoes without the hoe clamp accessory. Vendors #1 and #2 took exceptions to the specifications in several areas. Vendor #3 met all specifications as specified. The Purchasing and Public Services Departments went to great lengths to acquire equipment from each vendor with a valid bid and physically test, inspect and validate the unique features of each piece of equipment. By committee determination it was unanimous that the manufacturer JCB was the superior equipment. Eleven exclusive features were noted beyond specifications. The equipment of most interest to the City is a manufactured product that evolved by way of a heavy industry market verses an agriculture product upgrade to preform heavier tasks. It is in the City'S best interest to look at the maintenance cost of operation as well as the expected life of the equipment. Both departments who participated in the determination believe the overall value lies with the industrial manufactured machine. Specifications as bid have been reviewed with the Director of Public Services/Street and the Purchasing Agent who concur that the bid of Bengal Equipment Co. meets specifications and requirements. It is therefore recommended that the Bid be accepted for contract.
