Synopsis of Previous Council action:
12-04-89 -- Resolution No. 89-485 adopted authorizing execution of
Agreement with San Bernardino Baseball Club relating to
the use of Fiscalini Field in Perris Hill Park.
12-10-90 -- Reapportionment of Park Construction Fee Funds approved,
to provide $96,140 for expansion of parking lot for
Fiscalini Field.
June, 1990- Allocation of $25,000 in 1990/91 Storm Drain
Construction Fund Budget, approved.
01-01-91 -- Determination made that expansion of the parking lot for
Fiscalini Field, at Perris Hill Park, can be performed
by City forces.
05-06-91 Negative Declaration for Public Works Project No. 91-01,
approved.
12-02-91 Plans approved & authorization granted to advertise for
bids. and transfer of $40,000 approved.

STAFF REPORT
Bids for the expansion of the parking lot for Fiscalini
Field and drainage improvements, of Highland Avenue and Elk's
Drive, were opened at 2:00 p.m., Friday, 12-20-91.
A total of 11 bids were received, ranging from $115,522.00
to $224,977.50. The low bid of $115,522.00 is 6.6% under the
Engineer's Estimate of $123,651.
Below is an estimate of the total project cost, based upon
the actual low bid price.

An amount of $136,140 has been allocated, under Account
No. 243-363-57280, in the Park Construction Fee Fund to finance
the cost for expansion of the drainage improvements, for a total
available amount of $166,140.
We recommend that a contract be awarded to the low bidder.
URGENCY CLAUSE:
It is necessary for this contract to be awarded on 1-6-92, in
order for the work to be completed prior to the start of the
baseball season.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO INLAND CONSTRUCTORS FOR EXPANSION OF PARKING LOT FOR
FISCALINI FIELD AND DRAINAGE IMPROVEMENTS AT HIGHLAND AVENUE AND
ELK'S DRIVE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Inland Constructors is the lowest responsible
Expansion of Parking Lot for Fiscalini Field and
7 bidder for:
8 Drainage Improvements at Highland Avenue and Elk's Drive, per
9 Plans Nos. 8589 & 8590. A contract is awarded accordingly to
10 said bidder for the total amount of $115,522.00, but such award
11 shall be effective only upon the contract being fully executed by
All other bids, therefore, are hereby rejected.

13 The Mayor is hereby authorized and directed to execute said
14 contract on behalf of the City; a copy of the contract is on file
15 in the office of the City Clerk and incorporated herein by
16 reference as fully as though set forth at length.
17 SECTION 2. This contract and any amendment or modifica-
18 tions thereto shall not take effect or become operative until
19 fully signed and executed by the parties and no party shall be
20 obligated hereunder until the time of such full execution. No
21 oral agreements, amendments, modifications or waivers are
22 intended or authorized and shall not be implied from any act or
23 course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties

25 to the contract fail to execute it within sixty (60) days of the
26 passage of this resolution.
