These 5 areas were selected using Part I crime statistics in addition to other social factors. Although 5 additional areas were initially identified, given the budget limitations, the Council agreed to commence the expanded program with 3 areas; Central, Western and Eastern Areas (See attached Focus Area Map). The attached Council Staff Report of November 19, 2007, addresses the programs that will be implemented and embarked upon through the expanded Operation Phoenix Neighborhood Initiative. With the approval of the expanded initiative, the Council authorized Staff to budget and allocate the sum of$518,900 from various sources of funds, including $146,000 from Community Development Block Grant ("CDBG") Funds to be allocated to the City of San Bernardino ("City") Parks & Recreation After School Youth Programs ("Programs"), whereby the following will be offered: youth activities, programs and services that include after school recreation activities and health and wellness programs. These programs will be geared for "at-risk" youth providing counseling, job training and referrals, computer classes and mentoring programs working with the City's Police Department. Consequently, to implement and carry out the Programs, a total of approximately $146,000 is needed. The Council have previously acknowledged the use of reallocated CDBG Funds from programs and projects that have been cancelled or discontinued from previous or current CDBG years (programs/projects cancelled include: 1) unexpended 06-07 funds from the Boys & Girls Club, Children's Fund, Lorine's Learning Academy, and YWCA (totals $10,550.93), and 2) 07-08 funds from YWCA and CDBG Program Income, ($135,449.07)). An amendment to the City's 2005-2010 Consolidated Plan and 2005-2008 Annual Action Plans will be prepared, as required,per HUD's federal regulations. ENVIRONMENTAL IMPACT: The reallocation of funds is exempt from the National Environmental Policy Act ("NEPA") pursuant to 24 CFR Part 58, Section 58.34(a)(4) and categorically exempt from the California Environmental Quality Act ("CEQA")pursuant to Section 15322. The Council has conducted a public hearing on February 19, 2008, that was 21 called pursuant to a published notice in the manner as required for the actions of the Council as 22 herein approved and has considered all written items and testimony as submitted at such time. The 23 Council hereby approves the reallocation of CDBG Funds from 2006-2007 and 2007-2008 24 program years to projects and programs, as identified in the Staff Report and Attachment 1. 25 Section 2. The Council hereby approves amendments to the 2005-2010 Consolidated Plan and the 2006-2007 and 2007-2008 Annual Action Plans. 26 27 Section 3.
